Minutes of the Regular Meeting of Council <br />March 20, 2006 <br />Page 12 <br />First Reading of Ordinance No. 2006-08, "An ordinance appropriating funds for current <br />expenses and expenditures of Mayfield Village, Ohio for the period from January 1, 2006 and <br />ending December 31, 2006 and declaring an emergency." Introduced by Mayor Rinker and <br />Council as a Whole. <br />(Following the below discussion, it is to be noted that the minutes should be amended to clarify <br />that Ordinance 2006-08 is actually passage of the budget.) <br />Mr. Buckholtz asked if there was a motion to suspend. Mrs. Mills stated that she thought <br />this was going to be put on first read. Mr. Buckholtz indicated that it is his understanding that <br />this must be passed prior to April lst. Mr. Marquaxdt asked if it was the budget or fund <br />appropriation. Dr. Parker stated that this was just appropriating funds. Mr. Metzung indicated <br />that it was the budget. Mrs. Mills said that the budget is not even on here. Mr. Metzung stated <br />that that is the terminology that they have always used. Dr. Parker said no, usually it ends up <br />saying budget. <br />Ms. Calta stated that in reviewing the ordinance it is entitled appropriating funds. <br />However, it is her understanding that this had to be passed by April lst. Mr. Marquardt asked if <br />that was the budget or appropriations. Ms. Calta indicated that generally the budget has to be <br />approved by April lst. It is not listed as an ordinance for passage this evening. Ms. Calta was <br />left with the conclusion that this stood as what is needed to be passed by April lst. The budget <br />has to be passed by April l. Mr. Buckholtz indicated that this is our last scheduled meeting <br />before April 1 St. What he mentioned in finance is that the floor could be opened for discussion <br />on the budget. The subject came up in a prior Caucus that Phil's office was open for questions. <br />In the past, he has always characterized the budget as a working living document that is written <br />in parameters such that they can be changed and altered throughout the year. People may have <br />comments tonight. Mr. Buckholtz suggested that if April 1 St is the deadline as the law <br />department suggests, we need to pass it. If we need to amend or clarify the wording in it to <br />indicate that this is the Mayor's budget we can do that as well. We can still make all of our <br />notations or comments of record that we want. Everything contained in the budget still gets <br />voted on by Council as it comes up throughout the year. That is his recommendation. Council <br />can do as it sees fit. <br />Mr. Saponaro asked if we need to amend this ordinance to include the Mayor's budget. <br />Ms. Calta indicated that the wording in the ordinance has to do with appropriating funds. We did <br />not receive anything that has Mayor's budget. However, there are specific line items. <br />Mr. Saponaro referred to the language on the bottom of each page stating Mayfield <br />Village Appropriation Budget. Therefore, this is the budget ordinance. Mr. Buckholtz added <br />that the numbers are in line with the budget. Mr. Saponaro referred to page 5 which states line <br />item total budget and corresponding amount. At the bottom of the ordinance it reads 2006 <br />Appropriation Budget.
