Minutes of the Safety and Service Committee
February 6, 2006
Page 3
we can get some of it into this year's budget. We may not get all of it in, but a portion of it. We
need to get something going on this. Mr. Metzung stated that these roads are not brand new.
Mr. Marrie asked if these roads are in junk condition. Mr. Metzung stated that there are other
streets in need of repair as well, such as Aintree North.
Mr. Metzung indicated that this price adds the water main. Mrs. Cinco stated that if you
are going to do the road, you might as well do the water main. Mr. Metzung said that the price
will be doubled. You do all three roads with asphalt. Then add the water main, you are at
$1,185,000.00. You will then have to include drive replacements, landscaping and ditching.
That will have to be done on both sides. It will be more than this. Mr. Marrie asked if we can at
least get one of them going. Mr. Metzung said that we could do one street for $395,000.00.
Mrs. Cinco asked if this is per street. Mr. Marrie said it is $1,185,000.00 for all of them. Broken
down it is $395,000.00 per street. Dr. Parker asked if Beechill was left off of that because of the
work that was done 10 years ago. Mr. Metzung indicated that Beechhill is newer and in better
shape. It is not in great shape, but better shape.
Mr. Metzung indicated that if both waterlines and the road are done, you are going to get
into a little more money obviously. If we are going to check into this, we should look at the
sanitary sewer and make sure that is in good shape. If you are going to go to that level, we
should do the whole thing. If we want to overlay these streets and delay the repairs for 10 years
which is what we will be doing by overlaying, then that is an option also. Mrs. Mills asked how
the waterline breaks will be covered. Mr. Marrie indicated that that was common over there. Mr.
Metzung stated that they have a lot of breaks over there. Mrs. Cinco suggested that we do one
road at a time. Mr. Metzung stated that Mr. Cappello suggested the same thing. Mr. Marrie
suggested that we do one road and do it right. We should not overlay it, because we will have to
replace it anyway. Mr. Metzung said that asphalt overlays will last 10-12 years. Mr. Marrie
asked if Mr. Metzung was saying to put asphalt down without touching the water. Mr. Metzung
said that an overlay would be delaying the project for 10 years. There is no reason unless the
water line got in such bad repair that it broke 90 times in a row that we would do anything. We
would just fix the sewer and patch the road. Dr. Parker asked what it cost us every time we have
a break and have to send guys out there to dig it up and patch it. Mr. Metzung said that the water
company makes the repair, we just repair the road. That is minimal. However, the road
deteriorates. Mr. Marrie asked how many breaks we had this winter. Mr. Metzung indicated that
there were none. Mrs. Mills asked how to make the road bed wide enough because it is so
narrow now. Mr. Metzung indicated that it is 17 foot wide. Both of these are estimates that say
we don't widen the road at all, don't change the ditch system, none of this shows new aprons,
new ditching. Mrs. Cinco asked if this is just putting down what we have now. Dr. Parker
indicated that it is not a realistic estimate then because we are going to start getting into aprons.
Mr. Metzung agreed indicating that there is $30,000 in discretionary funds, whether that covers
it, Mr. Metzung does not know. Mr. Marrie suggested we do one road at a time and do it right.
Mr. Metzung suggested that we at least investigate it. Mr. Thomas asked if there is a savings
doing three streets at once. Mr. Metzung said there would certainly be a savings in the more
work you bid at any one given time. Mrs. Cinco asked when we have to make a decision on this.
Mr. Marrie said that when we get the total cost see if it will fit in the budget.
