Minutes of the Regular Meeting of Council
Apri124, 2006
Page 9
neighborhood is vested in some way. As much as we do our infrastructure improvement, it is the
same basic concept where we ?cind of partner up. Oftentimes it is just a question of sitting down,
hashing out the details and then getting it done. It is a perfect opportunity to do just that.
Mr. Marrie indicated that he would be glad to do that. Not only is it Citizen's Advisory that
brought it up, but it was also brought up at the Kenwood Homeowner's meeting. Speaking for
them, they are very active. They decorate at all of the holidays. They plant all of the flowers and
hang the baskets. Mayor Rinker added that a number of years ago they worked on signage.
There is always that opportunity.
Mayor Rinker indicated that another place that is going to need it is Hanover Woods. A couple of
people have commented about the entryway sign there.
Dr. Parker asked if someone has spoken to the homeowner on the corner about taking care of
some of the bushes to create something nicer. Mayor Rinker said that if organizations recognize
that this is something where everyone kind of gets the chance to get some consensus, we again
can coordinate that between us and service and we can put some resources to work for everyone
so that no one feels one entity is taking on the whole burden. This segues in to what
Beautification is doing. These are the kinds of efforts where if we can be a stimulus and a
catalyst, for example, scheduling the clean up day provides another great opportunity for people
just to kind of compare notes and look at ways to do it. A lot of times it is a matter of staging,
keeping it on a front burner. Usually the best way to do that is some constituency that has a
vested interest in the outcome. We are never shy and don't ask people to be shy. Keep it on the
front burner and we will do what we can to pay attention to them. Dr. Parker indicated that we
will. He suggests that we take some of the dollars that we are getting and invest it in the
neighborhoods and in the sightlines and the swale and sidewalk areas. That will raise the home
values and make it more attractive. Mayor Rinker agreed, adding that the opportunity is to pull
the organization together and develop consensus to get some momentum going within the
neighborhood. It is a win-win scenario.
Mr. Buckholtz stated that in the beginning stages of creating a Beautification Committee, he had
indicated that there is so much overlap between this Committee and the other ones. The fact that
Citizen's Advisory and Beautification meeting together next month is exactly it. For example,
clean-up day on May 20th is a great idea. We should put on the agenda specific discussion of a
program where we help the homeowner's associations, grouping neighborhoods together where
there is no homeowner's association and map out where these areas are. You ca.n get very
proactive about it. We have already built the model of how service contributes their time and
materials, people put in some money, we put in some money, they put in some work, we put in
some work. The model is already there, we just need to lead people to it or put up on a
blackboard or whiteboard, mark it out where we want to do these things. It is another thing that
came up in that pilot meeting, to do all entranceways.
Mr. Buckholtz indicated that with regard to the memorial, when he was on Cemetery Committee,
he did a function at the Union Cemetery where he brought all of the four communities together.
Dr. Parker indicated that he did that also. Veterans came in. Boy Scouts came in. It was very
