Special Council Minutes 5/9/06 Page 2 First Reading of Resolution No. 2006-07, "An emergency resolution declaring it necessary to improve Highland Road and certain other designated streets between certain termini by constructing sanitary sewers, and replacing, where necessary, pavement and driveway aprons, all together with the necessary appurtences thereto". Introduced by Mayor Rinker and Council as a Whole. Mrs. Mills, seconded by Mr. Marrie, made a motion to adopt Resolution No. 2006-07. Mr. Buckholtz stated we would need a motion to suspend on this. Mrs. Mills, seconded by Mr. Marrie made a motion to suspend. ROLL CALL: AYES: All NAYS: None Motion to Suspend Carried Mrs. Mills, seconded by Mr. Saponaro made a motion to approve. Mr. Buckholtz asked if there was any discussion. Mr. Buckholtz asked Mr. Cappello if this was to go out to bid. Mr. Cappello said yes. This is just the process because this is an assessment project. It is a resolution of necessity. Mayor Rinker wanted to know if notices would go out to residents. Mr. Cappello said yes. Mayor Rinker wanted to know whether Mr. Cappello or the Village would be issuing the letters. Mr. Cappello said from the Village. Mayor Rinker suggested a meeting notification to go out with that, for questions concerning this. Mayor Rinker will get together with Jeff Thomas tomorrow to put just a little cover note with the letter. Mayor Rinker said a meeting should be set up within the next two weeks, that way we could meet with residents and get them in on the ground floor as to what we think the timetable is going to be. Mr. Buckholtz asked how long the bidding period was. Mr. Cappello replied two weeks. Mayor Rinker stated that by the next regular meeting on June 12, 2006, he thinks it would behoove us to have the meeting to get residents in tune with the fact of these specific issues.
