Special Council Minutes
5/9/06
Page 3
be, the timetable of the project and have someone from the County out. We'll have to talk with
Mr. Bosoy, because his property is adjacent to where the underpass will be. There are a number
of details that we will use this opportunity to get people lined up. Mayor Rinker also wanted as
many members of Council that could make it, to be at the meeting also.
Mrs. Mills advised that John Wilson asked her questions not too long ago and she referred him to
Mr. Cappello. Mr. Wilson lives on Zorn, and he was concerned and went down there with Mr.
Metzung and he was quite satisfied after that.
Mr. Marrie asked who would receive the letters.
Mayor Rinker advised Highland Road, Metro Park Drive and Zorn residents, only residents that
will be assessed. He figured about 80 people. Mr. Diemert said that this would give them an obj ection time so you would want to have the
meeting before the objection time, because then you have to have a meeting, an Equalization
Board meeting.
Mayor Rinker wanted to know what the time period was.
Mr. Diemert thought it was 30 days notice, so in three weeks out, have the public meeting, which
can be put in the same letter. Then give them the deadline for obj ecting. If anybody obj ects,
then we have to establish an Equalization meeting.
Mayor Rinker said we could put it in the same letter but he thought possibly a little flyer with
color would get their attention. Tell them about the meeting and to have their questions ready to
ask at the meeting.
Mr. Cappello stated that because we set the assessment amount, it is pretty much a set number
and he doesn't foresee a problem.
Mayor Rinker stated the meeting we had before, which he felt was well.attended and well
received, now is going to focus on these three streets and people will see that it is coming, this
will create a new set of questions. He is more optimistic than not that this meeting will put a lot
of their fears to rest, when people recognize what they are getting, it is comparable with
everything else.
Mr. Marrie asked Mr. Diemert if we were required to have a public meeting.
Mr. Diemert replied no. He asked if there were any double lots with only one home on it.
Mr. Cappello said no. There were some, but in different situations. There were two properties
that were double lots but the house was smack in the middle of both lots. The house is
physically in the middle, so theoretically, if we demolished the house, they would have two
separate lots, but we made a decision that we were only going to charge them for one unit.
