Minutes of the Regular Meeting of Council
June 12, 2006
Page 19
Mr. Metzung showed the sample to everyone.
Roll Call: AYES: All
NAYS: None
Motion Carried
Expenditure Authorized
Motion to authorize acceptance of bid from Camino Construction in the amount of
$1,540,626.00 for the Sanitary Sewer Base Bid (or in the amount of $2,540;608.50 if
Hike and Bike Add Alternate is awarded).

Mrs. Mills asked if a suspension was needed on this.
Mrs. Mills, seconded by Mr. Saponaro, made a motion to suspend. Mrs. Mills, seconded by Mr.
Saponaro made a motion to pass.
Mr. Brett explained that the primary cost of this is going to be covered per discussions with the
sewer committee. The alternate will be fitnding through financing that will eventually be picked
up by the Tax Incremental Financing Plan through Progressive's campus. There will be short-
term financing and long-term financing.
Mrs. Cinco asked if these came in as expected. Mr. Cappello indicated that that his estimate on
the sewer was $1.65 million, so he came in under that.
This is the Highland, Zorn and Metropark Sanitary Sewer Installation project.
Mr. Buckholtz asked what we were actually approving. Mr. Cappello indicated that this is to
accept the bid. Mrs. Mills asked if the wording should be changed. Mr. Diemert indicated that
the motion was awarded under both alternatives. Mr. Cappello stated that the way it was bid was
there was an alternate, either awarded on the sewer base bid and if they decide to do the hike and
bid, add alternate would be the lowest of the combination. Camino Construction is still the
lowest. Everyone that bid bid on the sewer project and the alternate. Camino Construction is the
lowest on the sewer bid, not the alternate, but the combination is $150,000.00 less. We are not
doing the hike and bike by itself, it is only an add-on. Mr. Metzung stated that if you were to
separate these two, the lower bid might not be that number because they did not have the other
part of the job. You can't separate them.
Dr. Parker asked if the $150,000.00 difference is significant in terms of the contractors in the
total overall pricing and what about the quality. Mr. Cappello indicated that Camino is an
excellent contractor. Mrs. Mills suggested that the language of the agenda should be revised concerning the sanitary
sewer base bid and hike and bike bid. Mr. Diemert stated that Camino Construction is being
awarded as the successful bidder for the sanitary sewer base bid or in the alternative hike and
bike. Mr. Cappello indicated it would be the base bid plus the add alternate. Dr. Parker indicated
that if we decided to go with them then we must have wanted to go with both. Mr. Diemert
