Minutes of the Regular Meeting of Council
July 17, 2006
Page 14
immediately people knew that they were changed. They had wet weather so leaf pick up days
were cancelled for the days they were scheduled and rescheduled to a different date. Residents
immediately knew that. Hydrant painting, hydrant flushing, any messages concerning the
community can go out over this system. Mayor Rinker asked if they had a certain way to
educate their community. Chief Mohr indicated that they used their community newspaper, the
community cable system channel to turn to channel, in their case 1660 to listen to your
community radio station. Mayor Rinker added that our local newspaper could be a good vehicle
to advise our residents on how this is going to work.
Mr. Marquardt was concerned that it would be unlikely that people would tune to the
station. Chief Mohr indicated that it was first originally designed for highway emergency use
and then the communities and the FCC allowed them to use this for local programming. It has
become very successful in the communities in which it is based.
Mrs. Mills indicated that Metroparks also has this. Chief Mohr indicated that they just put
in what is called Hear Hears. If you look at the Metroparks down at Foster's Run, at Squire's
Castle, there are five of them in North Chagrin in which they put little radio transmitters in
explaining what is going on in that area, historical facts and ecological issues, what they are
doing with the restoration of Foster's Run. There are five of them right now. This is something
that is catching on.
Mr. Buckholtz added that this seems like a good idea. It is like an old technology that is
reemerging, such as infrastructures that were lost that you realize, for example the massive
power outage we had a couple of years ago, you could turn on a transistor radio and that would
be your only way of communicating. Chief Mohr indicated that this system has a battery back-
up that we will retransmit.
Roll Call: AYES: All
NAYS: None
Motion Carried
Expense Authorized
Motion to authorize additional expenditure in the amount of $9,801.78 to Midwest
Paving and Materials of Cleveland, Ohio, representing total amount due of
$70,801.78 for ballfield temporary parking lot ($61,000.00 approved by Council on
4/24/06).
Pursuant to discussion at Safety and Service/Finance, the motion was amended to read as follows
as clarified by Mr. Saponaro:
Discussion of a motion to authorize expenditure in the amount of $1,000.00 to Midwest
Paving and Materials of Cleveland, Ohio, representing total amount due of $62,000.00
for ballfteld parking lot ($61,000.00 approved by Council on 4/24/06).

1
f
