Minutes of the Regular Meeting of Council <br />August 28, 2006 <br />Page 19 <br /> <br />1 <br /> <br />certain termini, replacing pavement where necessary, installing catch basins and <br />manholes, improving the site thereof and otherwise improving the same, all together with <br />the necessary appurtenances thereto, and declaring an emergency." Introduced by Mayor <br />Rinker and Council as a Whole. <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to suspend the rules of Council <br />requiring an Ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to enact Ordinance No. 2006-33. <br />Council President Buckholtz asked if there was any discussion. There were no comments. <br />Dr. Parker indicated that this was an item they deferred action on. Mr. Saponaro indicated it was <br />deferred in Finance because . Mr. Mamie and Dr. Parker had questions regarding the underpass <br />portion. Costs and amid-block crossing versus the underpass or overpass was discussed. <br />Mr. Mamie asked if there was a way of doing this without digging the tunnel. The answer is a <br />bridge, but other than that also, could a light suffice? <br />Mr. Cappello indicated that the light issue comes to proximity number one of the light at Highland <br />and S.O.M. and is it warranted. Again we would have to look into that. It is a County road. <br />Mr. Mamie indicated it would be warranted if you were trying to get someone across and you did <br />not have the tunnel. <br />Mr. Cappello indicated there are other issues regarding that. There was some discussion at some <br />point at the crosswalk at the high school and Lander, someone wanted a light. Mr. Mamie indicated <br />that Chief Dearden mentioned this at Finance. Mr. Cappello indicated that was not a warranted <br />signal. , Mr. Saponaro indicated that they may say that it is not warranted, go down to the <br />intersection where there is a crosswalk and cross there. Mr. Cappello indicated they could do that. <br />Dr. Parker asked then what would that necessitate, diverting the pathway with a sidewalk or bike <br />path? <br />Mr. Mamie asked if cost-wise we could avoid this and still take care of what we are trying to do <br />and that is get people across there safely, especially children on bicycles. If they come out on the <br />South side of the street, what would the cost be of running the sidewalk to the corner of Highland <br />and S.O.M. and back to where the path starts versus digging a hole and building a bridge. <br />Mr. Cappello indicated that he would get back on the cost. Mr. Mamie and Dr. Parker indicated <br />that they would like to see that. <br />
