Minutes of the Regular Meeting of Council <br />August 28, 2006 <br />Page 20 <br />Mr. Cappello indicated that what would happen is that someone will sit there and not cross at the <br />crosswalk but by the path. Mr. Mamie agreed, indicating that even if we put a light there they will <br />do that too. He would feel more comfortable seeing the cost of that versus this. <br />Dr. Parker indicated that $1,000,000.00 just to put in a tunnel does not cover the rest of the costs. <br />Mr. Cappello stated that it does have some path. From the property, there is path involved. Dr. <br />Parker added that it is costing us $1,000,000.00 to cross that street. Is there a viable alternative to <br />that? Mr. Mamie agreed. <br />Mr. Buckholtz indicated that in the Mayor's absence, he has advocated and various groups and <br />people have discussed for quite a long time a trail system going from all of the multi-million dollar <br />facilities that we are building up at the north end and connecting it with the center of town. To be <br />appropriate to this particular item, it is not $1,000,000.00 to cross Highland Road. Dr. Parker <br />indicated that that is what it is. Mr. Buckholtz added that he watches people using the <br />underpasses. People are skating, walking and bicycling through them. This is part of the trail <br />system. This is the crux of the trail system that connects north and south ends of town. It is not a <br />small amount of money. We could break it down. Most of it is the underpass. How far off the trail <br />system is it? <br />Mr. Cappello responded about 4-500 feet either side. It is close to 8-900 feet of trail. Mr. <br />Buckholtz asked if lighting is included in the trail? Mr. Cappello indicated just lighting of the <br />physical underpass. <br />Dr. Parker indicated that he is not saying he is against it, he is just saying we need to look at other <br />possibilities so that we know this is the best choice. There may be a viable alternative that is not <br />$1,000,000.00. That is a lot of money to spend. <br />Mr. Mamie indicated that he is not fighting it, nor did he say he was. He likes the idea of the path. <br />There is no doubt in his mind that would be great for the Village. All he asked was if there was <br />another way of doing this, for less money. He is not fighting the Mayor's viewpoint or 2020 or the <br />planning commission's viewpoint on the path. <br />Mr. Buckholtz did not disagree. However, going over to the corner to cross at Highland would not <br />be a viable alternative to making a trail system. It's perfectly fine if Council disagrees with the <br />trail system. To recognize the trail system, he does not know what that viable alternative is or the <br />timeframe. <br />Mr. Brett indicated he would need to have a meeting no later than the 10th of September because <br />we are going to go out and sell these bonds in September. He would need that. <br />Mr. Cappello indicated that the trail would be approximately 800 feet from the crosswalk at <br />Highland and S.O.M. Your trail would have to go 1500 feet and loop around. Dr. Parker stated <br />that we would actually increase the size of our trail. <br />Mr. Mamie stated that he does not want to mess up Mr. Brett's situation in going out for bid. <br />There is a timeline here. <br />
