Minutes of the Regular Meeting of Council <br />August 28, 2006 <br />Page 21 <br />Mr. Metzung asked if this is part of the project that has already been let. Mr. Brett agreed. <br />Mr. Buckholtz asked what a viable alternative would be, a bridge or a tunnel. The state won't put <br />a light up there. <br />Mr. Cappello indicated that we would have to look into this. You cross with the tunnel and it <br />would be interrupted crossing. The tunnel provides uninterrupted fluid motion. To take the path <br />down to Highland and back will be a waste of money. <br />Mr. Buckholtz asked if this was part of the sewer project and if this is the bond to pay for it. Mr. <br />Brett indicated it was. <br />Mr. Buckholtz called for a vote. <br />ROLL CALL: AYES: Four <br />NAYS: Three Motion Failed <br />Ordinance Failed <br />Mr. Marquardt, Mr. Marrie and Dr. Parker voted no. <br />Mr. Diemert stated that the emergency clause indicates that this Ordinance will not go into <br />effect for 30 days. <br />Mr. Brett indicated that would not work for his time schedule as far as letting the bond go. <br />Mr. Diemert stated that the alternative way of financing this would be short-term notes which are <br />more costly. <br />Mr. Brett stated that we would have to look at that. <br />Mr. Diemert stated that we are already contractually obligated for this project. <br />Mr. Brett stated that he does not know if we can do that as a deduct. There may be implications <br />from that. Mr. Brett asked that a special Council meeting be called prior to the 10th. Bond <br />counsel will have to redraft all of the legislation to reallocate funds to give us a little more <br />leeway on the police station. <br />Mr. Marrie indicated that all he asked was if there was an alternative to nail this down. Is there <br />some way you can come up with an estimate that would be that versus the tunnel. Once that is <br />done, we can pass it around and take another vote on this. <br />Mr. Diemert asked if there was a contract already let with someone to do this project. Mr. Brett <br />indicated there was. Mr. Diemert stated that financing it is all we are talking about here, not the <br />contract. That's already been decided. <br />
