Minutes of the Regular Meeting of Council <br />August 28, 2006 <br />Page 23 <br />Mr. Mamie asked if we could pass it as far as the financing and then finalize the other part. Mr. <br />Brett indicated that you cannot do that. You have to leave it the way it is. The title is very <br />specific in describing what the dollars are for. He cannot then say he does not want the bond <br />right now, he will hold off. <br />Dr. Parker asked when the bonds have to be sold. Mr. Brett responded the 14th. But there is a lot <br />of additional preparation for this. <br />Mr. Diemert asked Mr. Cappello what the cost difference between this, a crosswalk or a light is. <br />Mr. Cappello indicated that the light is the issue. We have to look to see if we can get that <br />warranted light. Does it matter or doesn't it matter? The cost is a lot cheaper for a light <br />obviously. <br />Mrs. Cinco indicated that the police chief commented in Safety- and Service on that very issue. <br />Chief Dearden explained that national standards prohibit having a crosswalk mid-roadway <br />without having it connected to a traffic control device, stop signs, a traffic signal, whatever. <br />Mr. Mamie indicated that that basically wipes out his question. Dr. Parker asked for clarification <br />as to traffic control device. Chief Dearden explained that the crosswalk has to be in conjunction <br />with a traffic control device. Dr. Parker asked if this was done in many other places. Mr. <br />Diemert indicated that it is not done in the middle of a block. Chief Dearden mentioned the one <br />on Ridgebury. We have one in town functioning solely for the purpose of permitting pedestrian <br />traffic to cross by the schools. The light on Ridgebury stays green until activated by the <br />pedestrian's button. Mr. Saponaro added you are leaving the school and going across. There is a <br />lot more traffic there. <br />Mr. Diemert indicated that the problem here is that you will have bikers and skaters that will <br />need to disembark across the street. <br />Mr. Metzung asked how much a signalized intersection would be. Chief Dearden indicated <br />probably around $30,000.00. Dr. Parker added that we will obviously still need landscaping, so <br />while it is not $30,000.00, it is significantly less. How much of a difference will it make? Dr. <br />Parker has concerns with the existing tunnels. There are problems with mud accumulation, <br />lighting and puddling. He would certainly like to know that those are not going to be a problem <br />with this new tunnel. It is terrible. Will we construct the same kind of thing? <br />Mr. Metzung indicated that that is a different issue. Mr. Cappello will address these new tunnels <br />which will have lighting and drainage that is better than the one from the north tunnel where <br />there is standing water. It is just a tough location. We think we may have some kind of natural <br />spring water down there. The tunnel at Highland does not have those same issues. Drainage and <br />lighting will be better. <br />Mr. Cappello added that we have learned from the previous tunnels on S.O.M. Problems have <br />been addressed. <br />
