Minutes of the Regular Meeting of Council
August 28, 2006
Page 24
Mr. Buckholtz indicated that we would have to have a special meeting or reconvene in enough
time for Mr. Brett to go out or pursuant to Robert's Rules if someone wants to change their vote,
it would have to be someone that voted nay on this.
Mr. Diemert indicated that you would do a motion to reconsider on this. It did pass now, but
won't go into effect for 30 days which makes Mr. Brett have to rearrange all of the schedule with
bond counsel which would cause for another set of Ordinances.
Mr. Marrie asked what it takes to pass, majority? Mr. Diemert indicated that it needs one more
vote in order to be passed tonight.
Mr. Marrie made a motion to reconsider the vote. Mrs. Mills seconded.
ROLL CALL ON RECONSIDERATION:
AYES: Five
NAYS: Two Motion Carried
Reconsideration Approved
Dr. Parker and Mr. Marquardt voted no.
Mr. Marrie made a motion to enact Ordinance No. 2006-33.
Council President Buckholtz asked if there were any comments.
Dr. Parker indicated that he still thinks that considering the cost differential and amount spending
on the tunnel we need to look at other alternatives, whether it be crosswalk which has functioned
very well in the path in many other areas or redirecting the pathway toward a close intersection
which might create a substantial savings of money for our community as well as that could be
used for other projects that are in need of being used. It is a lot of money to throw at one
location. Dr. Parker has a problem with it.
Mr. Buckholtz indicated that Dr. Parker's comments are duly noted.
Mr. Saponaro asked Mrs. Betsa to fmd where Council voted on this originally to approve the
actual going out for bid and contract on the trail system and supply it to everyone.
Mr. Marquardt raised one other issue in addition to Dr. Parker's and that is we have just been hit
with a $600,000.00 unexpected expense and there is some reconsideration of spending
$1,000,000.00 on something that is less than necessary.
Mr. Buckholtz recognized Mr. Marquardt's comments.

ROLL CALL: AYES: Five
NAYS: Two Motion Carried
Ordinance Enacted
