Mayor Rinker <br />i stated it would be a combination. Mr. Saponaro asked if this was in phases. Mr. Metzung passed <br />around the drawings. Mayor Rinker added that for general understanding, the phases would be <br />primarily from Wilson Mills up to White Road. They have also included going from S.O.M. to <br />Seneca and Aintree. The options would be not only for lighting but including track <br />improvements, the same ones that we have now elsewhere on S.O.M: Additional would be the <br />traffic lightpoles and booms at S.O.M. and Wilson Mills and Seneca. The other component of <br />the package is that we have planned to put in plant material for the irrigation. This would include <br />a package for irrigation. Those are the main components. Irrigation would be through the <br />medians from Wilson. Mills up to the north end of White Road. Those are the biggest things. <br />Mr. Saponaro added that financing was also discussed in terms of the dollars through the S.O.M. <br />Center project and through T.I.F. Mr. Brett explained that to the Finance Committee, but it is <br />worth repeating. Mr. Brett stated that we would be doing a combination of existing funds and <br />then would phase it in next year. We have already got one transfer scheduled for this year for <br />$100,000.00 that would add to that. We would work on transfers or short-term borrowing until <br />we get the T.I.F. revenue on-line on Campus III. <br />Mayor Rinker added that ultimately the underwriting is through T.I.F. Mr. Brett agreed, stating <br />that it has been a component of all T.I.F.s that we do in the Village. Dr. Parker asked if the <br />monies we expend would be reimbursed on the T.I.F.s. Mr. Brett indicated that it would be. <br />Mr. Saponaro asked if it comes from the General Fund. Mr. Brett indicated that a portion of it <br />does. $100,000.00 this year. It was in the budget. We would look at next year in relationship to <br />all other transfers because we are going to be doing $200,000.00 to sewer relief, maybe even <br />more. When we look at that, we take the transfers as a package deal. Last year we did $800,000 <br />for this building. We are not doing that this year, so you look at transferring about $1 million a <br />year and then you break it out into the various projects to see where we want to defray costs. Dr. <br />Parker asked if when we get that, will we get breakdown as to what will be specifically from our <br />funds versus T.I.F. monies? Mr. Brett indicated that we would. <br />Council President Buckholtz indicated that even though it was deferred in Finance, do we have a <br />comprehensive plan for it yet in terms of lighting. Mayor Rinker stated that it is pretty complete. <br />Mr. Metzung added that the plans are pretty complete, consisting of the center of town area <br />having lights separated by 130 intervals that are 20 foot high on each side of the streets and then <br />once you get past Thornapple, you have lights on the medians and on the sides where there is no <br />median. Those are separated at 200 foot intervals. The lights in the median will be 25 foot high <br />as opposed to the 20 for the more pedestrian area. The lights will be referred to as a semi-cut off. <br />200 for the 25 footers, 130 for the 20 footers. The lights will have cut off shields on them. They <br />are a downward facing light as opposed to the lights we have at North Commons. The project is <br />laid out in the areas where we have. We have the basic lighting package from Wilson Mills to <br />White Road and then we have redoing the signals at Wilson Mills and S.O.M. and at Seneca and <br />S.O.M. When he says redoing them, we talked about going to the decorative mast arms that will <br />match the rest of the S.O.M. Center Road mast arms and then taking the lighting from Wilson <br />Mills up to Seneca and completing all of the lighting that we would be doing on S.O.M. Center <br />Road as one package. The other part of that package would be irrigation. <br />
