Minutes of the Regular Meeting of Council <br />September 25, 2006 <br />Page 23 <br />performing arts theaters in there. One is $5 million. It is phenomenal. They are building <br />restaurants and coffee shops. As the Mayor said, we need to at least have an auditorium where <br />we can have events very modestly. <br />Roll Call: AYES: None <br />NAYS: All Motion Failed <br />Motion to authorize an expenditure in the amount of $4,200.00 to TMS Engineers, <br />Inc. for professional engineering services to perform a traffic study on Raleigh <br />Drive. <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to authorize an expenditure in the amount of <br />$4,200.00 to TMS Engineers, Inc. for professional engineering services to perform a traffic study <br />on Raleigh Drive. <br />Council President Buckholtz asked if there was any discussion. <br />Mayor Rinker explained that this is regarding the possibility of relocating Raleigh which we <br />have broached before. We have had initial contact with a number of residents in the area. The <br />goal is to be able to convene a neighborhood meeting so that we can get some further input from <br />residents in the area who are typically in and out of Raleigh and whose streets are affected by <br />anyone else in this intersection. What started this was that everyone recognized the offset there. <br />It is pretty lousy with Beta. One of the things we looked at is to improve traffic safety and safety <br />for the residents as well as anyone else traveling on the streets by improving the functionality of <br />the intersection. With that thought in mind we are acquiring some property so that we can <br />improve traffic safety. Whether or not we would then keep Raleigh as two way in and out, <br />whether we can simply block it off entirely, whether we would have in only or out only, this <br />TMS study is intended to give us some foundational information. When we go talk with some of <br />these residents, we will have some people who would love to have it closed, we will have some <br />others who will shriek if they thought we would close it and right down the line. The goal is to at <br />least have some kind of objective information to show that we have had some analysis. We will <br />add to that fire and police input. Tom Cappello has done an initial evaluation as far as an <br />engineering design that says we can do it by just acquiring one property against the Murphy <br />property that is located right off of .Beta. The goal is ultimately to come away with something <br />that everyone can agree on. It will be a real improvement. This is foundational for that and <br />allows us to go to the residents and come back to this Council later on with an overall <br />proposition. <br />Roll Call: AYES: All Motion Carried <br />NAYS: None Expenditure Authorized <br /> <br />
