Minutes of the Regular Meeting of Council <br />September 25, 2006 <br />Page 24 <br />First Reading of Ordinance No. 2006-40, "An emergency ordinance authorizing the <br />selection of Panzica Companies for construction management services related to the <br />construction of the Village's police station and authorizing the Mayor to enter into an <br />agreement with Panzica Companies for construction management services related <br />thereto." Introduced by Mayor Rinker and Council as a Whole. <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to suspend the rules of Council <br />requiring an Ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended. <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to enact Ordinance No. 2006-40. <br />Council President Buckholtz asked if there was any discussion. <br />Mr. Marquardt asked if we are awarding a contract to Panzica. Are they going to manage <br />it? Mayor Rinker responded that they would be the Construction Manager for whatever <br />we do. <br />Mr. Marrelli added that they are for the construction management portion of the <br />construction as opposed to the contractor. They would do all the hiring, all the <br />paperwork. Much like the fire station was done. They would hire the tradesmen. <br />Mr. Marquardt asked what the general contractor does. Mr. Cappello stated that the <br />construction manager would take the plans and process them, go out to bid, evaluate the <br />bids, make recommendations and then oversee the project. They would process the <br />payments and things of that nature. They are like the general contractor. Mr. Marrelli <br />added that there will not be a general contractor, they will be the construction manager. <br />They will not run the project, they will manage it based upon the drawings the architects <br />put together. We went through the Architectural Selection Committee. <br />Chief Dearden added that it established coordination of not only the architectural duties <br />but utilization of a construction manager. .The potential benefit that could be derived by <br />the Village to have someone oversee the project from our standpoint as opposed to just <br />leaving it in the hands of the architect was outlined. <br />Mr. Marquardt asked what the general contractor does. Chief Dearden stated that there <br />really is not going to be a general contractor on this one. The construction manager will <br />handle all of those duties and provide the bidding process for all of the trades that will be <br />used for the project. <br /> <br />1 <br /> <br />
