Minutes of the Regular Meeting of Council <br />September 25, 2006 <br />Page 25 <br />Mayor Rinker explained that as an example Great Lakes, was our general contractor on <br />another project. We have had to resolve some significant change orders and issues <br />because they are a contractee for the project itself. This is someone who manages the <br />project on our behalf to make sure that specs are done in the right way. With the overall <br />site development, they will do the same thing that we did with the fire station. <br />Mr. Marquardt asked if we are going to have a general contractor. Do we have to go out <br />to bid for a general contractor? Mr. Marrelli indicated that we do not necessarily have to <br />do that. Mr. Marquardt added that Panzica is really the general contractor. Mr. Marrelli <br />stated he is the construction. manager. You can call him the general contractor, but he is <br />working for us, an owner's rep construction manager who is going to help us go through <br />the bids. It is like we are the general contractor. They help us go through the bids, to <br />figure out who is the best bidder. They will help with the drawings to take out anything <br />we see frivolous or anything we think we need and work as an owner's agent on down the <br />line. <br />Mr. Marquardt asked what we did when we had S.O.M. Mr. Metzung stated that URS <br />was the construction manager. We had a design team that we hired to do the design of <br />S.O.M. Center and then we actually went back and they became our project manager. <br />Now, in LPA Agreements, you are not allowed to be the designer and the project <br />manager. At that time, we were still able to do that. We did that with URS. They went <br />from the design team to the project management team. There were two separate groups <br />within URS that did that. <br />Mr. Marquardt asked if we are going out to bid the police station. Mayor Rinker said that <br />we are, not for a general contractor, but in the same fashion, we will need a total package <br />presented. They will be separate components. <br />Chief Mohr clarified that there were three projects for the fire station. Panzica oversaw <br />them all. We had grounds, construction and furnishing of components and fixtures. Mr. <br />Brett added that even in the construction there were the glazers, electrical units, <br />carpentry. They went out in separate packages. All those were evaluated and okayed by <br />Council at each step. Mayor Rinker added that they more directly handled it. Generals <br />in turn sub everything so they have different lines of legal rights and remedies just <br />between them. <br />Council President Buckholtz added that they answer directly to us. Mr. Brett added that <br />they coordinate the trade so you don't have one off the job, they will be there to hold <br />their feet to the fire. <br />Dr. Parker stated that unlike a general contractor, who would be taking their amount out, <br />we could be paying the construction manager directly and could see substantial savings <br />from that. Which was another reason why the Architectural Selection Committee felt that <br />it was a wise way to go. This was recommended because with the fire station we had a <br />lot of success. <br />
