Regular Council Meeting <br />12/18/06 <br />Page 10 <br />Council President Buckholtz asked if there was any discussion. <br />Mr. Metzung explained that the original bids we received were in excess of the engineer's <br />estimate. We are asking to rebid the .project. We will be making some changes in the project. <br />Basically that is what it comes down to. It was well in excess of our engineer's estimate. <br />Mr. Buckholtz stated that one of the reasons we amended the agenda is to reject these bids. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Bids Rejected <br />A motion for authorization to go out to rebid for the construction of a new pavilion at <br />Wiley Field. <br />Mr. Saponaro seconded by Mr. Marrie, made a motion for authorization to go out to rebid for the <br />construction of a new pavilion at Wiley Field. <br />Council President Buckholtz asked if there were any comments <br />Ms. Calta explained to the students the competitive bidding process. When the Village <br />purchases items over $10,000.00, they have to go out to competitive bid. That means that they <br />have to prepare specifications. In this instance, the Village is planning to construct a new <br />pavilion at Wiley Field. They have specifications that detail what they want to build, how it is to <br />be built and they put it out and it is advertised for a certain period of time. Vendors come in and <br />they obtain that specification package, look at it and they put together their bid which is what <br />they will do the work for. The Village is then required to open those bids on a date specified on <br />the specifications. They determine who is the lowest and most responsible bidder. The Village is <br />required to enter into a contract with that person. It ensures that the Village has gone out and <br />sought the best price for the work that they are looking to have done. It could be work, it could <br />be purchases, there are a lot of motions here. The Village, by their ordinances has to <br />competitively bid anything over $10,000.00. On the motions under $10,000.00, those do not <br />need to be competitively bid. There are a few exceptions. For example, the police department is <br />looking to purchase some police cars. There is a program through the State of Ohio where they <br />get you the best price for police cars. In that instance if the Village purchases from that program, <br />they do not have to competitively bid out for police cars.
