Regular Council Meeting 3-26-07 Page 16 First Readinlz of Ordinance No. 2007-09, entitled, "An Emergency Ordinance authorizing an agreement with Anthem Blue Cross and Blue Shield as and for the renewal of employee health care and hospitalization benefits, including life insurance and AD&D benefits." Introduced by Mayor Rinker and Council as a Whole. Mrs. Mills, seconded by Mr. Marrie, made a motion to suspend the rules of Council requiring an Ordinance to be read on three separate occasions. ROLL CALL: AYES: All NAYS: None Motion Carried Rules Suspended Mr. Marrie, seconded by Dr. Parker, made a motion to enact Ordinance No. 2007-09. Council President Buckholtz asked if there was any discussion. ROLL CALL: AYES: All NAYS: None Motion Carried Ordinance Enacted First Reading of Ordinamce No. 2007-10, entitled, "An Ordinance appropriating funds for current expenses and expenditures of Mayfield Village, Ohio for the period from January 1, 2007 and ending December 31, 2007 and declaring an emergency." Introduced by Mayor Rinker and Council as a Whole. Dr. Parker, seconded by Mrs. Mills, made a motion to suspend the rules of Council requiring an Ordinance to be read on three separate occasions. ROLL CALL: AYES: All NAYS: None Motion Carried Rules Suspended Mrs. Mills, seconded by Dr. Parker, made a motion to enact Ordinance No. 2007-10. Council President Buckholtz asked if there was any discussion. Mr. Marquardt stated that he would just like to reiterate his concern for the $17,000,000.00 in debt we are carrying. The review of assets that was included in the budget was a nice review of history, but does not address the risk involved. Mr. Marquardt believes that a risk assessment should be performed relative to the debt that we are carrying in the Village. Mr. Brett pointed to the Minutes from the March Council Caucus. Mr. Brett disagrees with Mr. Marquardt. Mr. Brett would be more than happy to have somebody come in and do a debt analysis and get an outside opinion. Council President Buckholtz suggested we put together the feasibility of doing that study and discussing it in Caucus.
