Minutes of the Combined Caucus/Council Meeting
7-16-07
Page 2
DEPARTMENT HEAD REPORTS:
SERVICE - Douglas Metzun?
Mr. Metzung will defer the Metro Park and Highland Road sewer projects to Mr. Cappello for
report. The Service Department is progressing with work in the Worton Park area where they
are putting the stonework and the arches over the culverts in that area. The inside of the north
tunnel has been painted. If you get a chance, walk through there. They tried to fill all of the gaps
in the pipe. The material kept falling out. They did go ahead and paint the inside. That has made
a tremendous improvement, just in having the light beige colored paint. It really takes the marks
off the wall and cleans it up, makes it look very nice. We are certainly getting our money's
worth from this year's hydrant permit. We have been watering fairly non-stop on the soccer field
areas. Right now, they are working on overseeding and putting a cover over that for the couple of
weeks we have. When that begins again in September it will hopefully be beautiful and green.
Speaking of the drought, we have many many trees that are very stressed and look very poor.
These are the trees that were planted between three and five years ago. We are concerned with it.
A call has been placed to Mr. Siewart from the Urban Ohio State Natural Resources. He is out
until Thursday. Mr. Metzung speculates it is just drought-related. Mayor Rinker asked if they
are being watered. Mr. Metzung replied that we are watering mostly just the newly-planted
trees. Attempting to water all 700 plus trees is out of our realm.
BUILDING T John Marrelli
Mr. Marrelli reported that back in May, they did a survey around the Village of properties and
handed out some 45 courtesy warning notices. As of last Friday, all 45 axe either completed or
nearly 99% complete. Mr. Marrelli expressed his thanks for taking the warnings seriously and
making the needed repairs.
ENGINEERING - Tom Capnello
Updating on the sanitary sewer project on Metro Park and Highland Road, Mr. Cappello reported
that Metro Park Drive is completed with the exception of a final walk through. Mr. Cappello and
Mr. Metzung will be walking through to tally any punchlist items and minor items that need to
be addressed. Otherwise, everything is complete. The Highland Road sanitary sewer will be
inspected by the Cuyahoga County Sanitary Engineer this Wednesday. Once that approval is
received from the County, we will then be able to write a letter to the residents informing them
they are able to tie in both on Metro Park and Highland Road. Obviously the restoration of
Highland is still not done but we can still begin tying in the connections. Also, as you probably
noticed, excavation for the hike and bike trail underpass has begun. It began last week. There is
one lane closure signalized on Highland Road. That is expected to last approximately 5 more
weeks. They will be able to get that section done and when we reopen the road we should be
able to go back to two way traffic. We went with this method to maximize the amount of culvert
that can be built so that when they do switch over to build the other side it is done in two stages
so we are able to have two way traffic and there is no need for any more delays. It is his
