Minutes of the Combined Caucus/Council Meeting <br />8-13-07 <br />Page 16 <br />buying this property except for a park-like setting which, we have greenspace, so to Mr. Saponaro, <br />it may be a great deal, but just because you can get a great deal on something doesn't mean you <br />should spend the money on it. That's where Mr. Saponaro is at with this. <br />Mr. Buckholtz indicated that he does not even know as per the great deal concept. <br />Mr. Saponaro stated that that was on the floor of Finance. <br />Mr. Buckholtz stated that he understands that, but this is a strategic part of that center of town. <br />With the restaurant across the street, with the new development of cluster homes across the street, <br />it has been referred to as a scenic area, but beyond that, he does not know what the future of the <br />corner is going to be, the large parcel on the corner, but this seems to certainly lend itself to <br />becoming a part of that or what Mrs. Cinco was referring to, it gives us the latitude for someorie at <br />least to play a part. Mr. Buckholtz often hears the term controlling the property. Some of the <br />people on 2020 understand what that means. Mr. Buckholtz thinks it is better for the purposes of <br />the people in the audience to say controlling the level of development that goes in there, the high <br />standards that we maintain in the Village, it puts us in the driver's seat. <br />Mr. Saponaro stated that we have a process in place. We have a vote if they wanted to change <br />from residential to any other zoning. But then you also have P&Z, you have Architectural, you <br />have processes in place that could help also control or make. sure that it is something that the <br />Village agrees with. Mr. Saponaxo does not see what the purpose is of purchasing that right now. <br />Council President Buckholtz asked if there was any other discussion. <br />Mr. Maxquardt commented that this is the shortcoming of combining Caucus and the regular <br />meeting. This has not had enough discussion. He does not recall all of the preludes that you are <br />talking about, discussions of owning this property. We did have the bike path, we had the <br />underpass, we got all that that was planned, we went through with buying the property on the west <br />side. This was never in discussion to his knowledge until Stabile was making some comments <br />about having a curb cut. That is when it started to come about. <br />Mr. Brett agreed with Mr. Marquardt that a schedule like this short-circuits the necessary <br />discussion of these matters. <br />Mr. Saponaro stated that he is not suggesting that if there was not adequate discussion that we <br />would not all be on the same page. He is just not comfortable with it at this point. <br />Mr. Buckholtz asked if there is a time issue. We go back to our regular set of ineetings next <br />month. <br />Mr. Brett stated that the next meeting is on the l lth when these Notes settle. He is not jamming <br />this, but if it does not pass as a necessity, we will have to convene another meeting to take care of <br />it, regardless of what is done regarding Stabile, another meeting will have to take place with the <br />appropriate legislation in place to provide for the renewal of the existing bond anticipation notes.
