Minutes of the Combined Caucus/Council Meeting
8-13-07
Page 20
Mr. Buckholtz added that it will be a lot of money. Mr. Buckholtz suggested that we suspend it.
Mr. Saponaro, seconded by Mrs. Mills, made a motion to suspend Resolution No. 2007-13.
ROLL CALL: AYES: All
NAYS: None
Motion Carried
Resolution Suspended.
Mr. Saponaro, seconded by Mr. Marrie, made a motion to approve Resolution No. 2007-13.
Council President Buckholtz asked if there was any discussion.
Mr. Marquardt asked how much money we are talking about.
Mr. Brett explained that in the first full year, it would be $77,000.00. For the remainder of this
year, it would be a fourth of that, or $20,000.00. We have a$10,000.00 requirement match on
the first $20,000.00. Next year, it will be $75,000.00/75,000.00 for two years,
$75,000/75,000.00 the third year and then the fourth, fifth and sixth year, it is 33/66. The County
will give us one for every two we spend. That goes up to $350,000.00 of County dollars which
means $700,000.00 of Village. This was spelled out if you want to maximize. We were looking
at some other potential revenue sources down the line including the new income stream from the
Hilton Garden some time in 2009/2011.
Council President Buckholtz asked if there was any other discussion. There was none.
ROLL CALL: AYES: All
NAYS: None Motion Carried
Resolution Adopted
CLOSING COMMENTS
Council President Buckholtz asked if there were any additional comments.
Mr. Saponaro echoed Mr. Marquardt's comments that you cannot expect Council to not
have a discussion and pass bonds and notes without having the proper preparation and
discussions that axe open. Our last discussion regarding this issue was the Mayor laying out what
he wanted. It was not a discussion, it was a presentation. We need to discuss these issues. What
Mr. Saponaro said at the beginning of this year was he does not like surprises. If something is in
the making, we should know months beforehand. We should know what the objective is. If we
have got key properties that we are looking for, whatever the case may be, that's fine; Phil's not
trying to jam it down anyone's throat, that is not his objective, but that is exactly what it feels like
because of the lack of preparation and timing for us to discuss this. So, this doesn't work.
