Minutes of the Combined Caucus/Council Meeting
8-13-07
Page 21
Mr. Buckholtz added that that is why he thanks everyone for their comments, because
discussion is good. He would just take objection to the comment about surprises because we
made a concerted effort after the first of the year when we had our dinner and talked about going
through these things, but what you meant when you said that you agree with Bill, is that this
maybe should be the last summer that we do the combined Caucus/Regular Meeting. That is what
needs to be said. At the end, Mr. Buckholtz was going to say, this is our last special double
meeting for the year, but we should definitely consider for the future, even though everyone's
summer schedules are demanding, we are under some very serious business and development and
we all take it seriously and there is a lot of discussion groups, subcommittees and Executive
Sessions, but particular reference should be stressed to the importance of open discussion on the
floor of Council and inviting the public to come and discuss it.
Mr. Saponaro indicated that the surprise might not be here, but it may be out there.
That's the problem. The folks out there need to know why we are doing the things that we are
doing.
Mr. Buckholtz added that there is a lot of work that goes ahead of time. It comes at us
fast at a Council meeting.
Mrs. Cinco stated that the Mayor has been in favor of two meetings a month during the
summer. This has been discussed earlier. One meeting a month does not work.
Mr. Buckholtz suggested that since somewhere along the line we started really getting
into some serious business of development and issues that is critical, these are some big dollar
issues and decisions it should be changed.
Mrs. Cinco stated that we now recognize this and we will change it.
Mr. Brett stated that as usual he finds himself totally agreeing with Mr. Marquardt, again.
A member of the audience asked if he could bring up something.
Bill Ward resides on Wilson Mills on the corner of Kenwood. The last three weeks, he
has witnessed three accidents within 200-300 feet of his house. He has gone to each one of them.
One a girl lost control of her car to the wrong side of the road, going over a big boulder and
probably totaled her car. She had no alcohol or drugs on her. Bill Ward asked her if she got
dizzy. She did have a cellphone in her hand. The other day, a truck driver from CEI totaled a
Honda. The truck was ruined. The other day, there was another accident involving three cars.
The guy in the back who caused the accident had been on the cellphone. Bill Ward proposes that
the Village discuss the subject of being on a cellphone while driving. From SOM to County Line
Road on Wilson Mills, you have to have your brain working. If you can't stop using cellphones
in the Village, try to stop them on Wilson Mills Road because that road is very dangerous. Mrs.
Cinco stated that she would like to see it stopped in the state. Mr. Ward suggested that if you
have to take a telephone call, drive to the side of the road and quickly discuss it. It has become an
obsession. Beverly Block, who is closer to the road is worried as well. Her daughter won't even
