Minutes of the Council Meeting <br />September 24, 2007 <br />Page 16 <br />First Reading of Resolution No. 2007-16, entitled "A resolution authorizing the Mayor to seek <br />financial assistance from the State Issue I infrastructure bond program for funding of the <br />reconstruction of the Thornapple pump station, the reconstruction of Seneca Drive and the <br />reconstruction and realignment of Beta and Raleigh Drives and Wilson Mills Road and declaring <br />an emergency. " Introduced by Mayor Rinker and Council as a Whole. <br />Mr. Saponaro, seconded by Mrs. Mills, made a motion to adopt Resolution No. 2007-16. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Resolution Adopted <br />Council President Buckholtz asked if there was any discussion. There were no comments. <br />CLOSING COMMENTS <br />Council President Buckholtz asked if there were any additional comments. <br />With regard to the Senior Snow Plow Program, Mr. Marquardt read Jeff's memorandum <br />and suggests that we prepare a procedure to handle the big snowstorms when we are expecting <br />that the drives are being plowed. There is a lot of bad information about snow plow operators <br />who plow driveways and it has drifted in. Mr. Marquardt got a lot of complaints on Metro Park. <br />Those driveways were not touched. You can tell when something drifts in. But Mr. Maxquardt <br />does not think anyone checked. They relied on the snowplow contractors. We need to inspect, <br />not just accept the word of the plow guys that the drives are being cleaxed. <br />Mrs. Cinco said what was also discussed in Safety and Service was the possibility of next <br />year indicating that we have 7 sections and providing an amount that is expected, for example, <br />$200.00 for so many sections. There are so many different prices depending upon the amount of <br />sections. Hopefully it will be a better year. <br />Mayor Rinker stated that he knows there were calls. We should definitely look at it. <br />However, in terms of inspections, Mayor Rinker thought the police department and service <br />department did check when they received a complaint that drives were not being cleared. Mr. <br />Marquardt indicated that this was the big storm. He got complaints. He drove down there. He <br />was told they were plowed. They were not touched. Mr. Metzung recalls that last storm. It may <br />have been a case that had the contractor gotten to that home early in the storm, the first two <br />inches per se, they got that off. They move on. The next couple hours the snow could hit hard. <br />They only have to plow once every 12 hours. Mayor Rinker stated that the problem is we spec <br />this so that they only have to come twice. The problem there.is that in those instances do we have <br />to prepare almost like a change order indicating they have to go out again beyond the two. <br />Mayor Rinker added that when Mr. Marquardt called, he made sure Mr. Metzung looked at it. <br />Police officers reported back. It did not go by unnoticed. The question is to what extent can we <br /> <br /> <br />
