Minutes of the Council Meeting <br />October 22, 2007 <br />Page I1 <br />Mayor Rinker added that this is one of the projects that used to be called Issue II but is now Issue <br />1. The way that the funding works is you either get a grant or some low interest loan, some kind <br />of assistance through the program. You cannot commit to the project until the funding starts <br />which is July 1, 2008. We advised residents we wanted to tear down the house. Rather than <br />have someone stay there any further, the former tenant relocated to Mayor Rinker's <br />neighborhood. The goal would be to tear down the house, clean up the lot and leave it pretty <br />static until such time as we commence the proj ect. If we get the funding, great. If not, we plan <br />to go ahead with the work because we have talked about this before as reported previously. We <br />have had a series of neighborhood meetings. Residents ultimately voted on a particular format <br />for redoing this so that we have a four-way intersection instead of that double staggered light at <br />Raleigh and Beta that drives anyone to distraction, not a great set-up. Everyone agrees that with <br />16,000 vehicles running through there every day, to be able to improve the traffic movements to <br />reduce it to one four-way intersection, this is going to help out. We look forward to doing that. <br />Ms. Leppla asked from the audience if you asked the resident to move. Mayor Rinker responded <br />that we did this over a period of a year to a year and a half. We approached the landlord of the <br />property and indicated what we would like to do. He said he had a good tenant in there who did <br />not want to move too quickly so we said fine and we let them finish out that term. She actually <br />ultimately loolced around and found a house in the Worton Park neighborhood and talked him <br />into purchasing that so the deal that we were able to provide him allowed him to transfer the <br />money to the other home. Our understanding is that she plans to rent to buy. It worked out very <br />well for everyone. With the neighbors next door we were able to work things out too. It's a <br />good example of how we are able to move rather slowly taking into consideration everyone's <br />special needs and in the long run everyone comes out ahead. We feel pretty good about it. <br />Mrs. Mills stated that Mr. Marrelli will be sending notifications of the exact demolition date of <br />this property and the next property to the residents so that they are kept updated. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Expenditure Authorized <br />Motion to authorize expenditure in an arnount not to exceed $10,000.00 to King <br />Excavating Co. for demolition of the house located at 6685 Seneca Drive <br />Mrs. Mills, seconded by Mr. Marrie, made a motion to authorize expenditure in an amount not to <br />exceed $10,000.00 to King Excavating Co. for demolition of the house located at 6685 Seneca <br />Drive. <br />Council President Buckholtz asked if there was any discussion. <br />Mayor Rinker stated that this is the first house on the north side of Seneca just east of where the <br />Carney Building is. The background on this goes back over a couple of years. As part of the <br />2020 planning in looking at the four quadrants, there was a concern at the southeast quadrant of <br />the intersection of Wilson Mills and S.O.M. in trying to create some kind of a buffer between the <br />residential area and the beginning of the business district.
