Minutes of the Council Meeting <br />October 22, 2007 <br />Page 12 <br />building, he has been doing a bang-up job of remodeling his facility which is right at the <br />intersection of S.O.M. and Seneca. It brings home how close a lot of the residents are. There is <br />just no transition. The property there will in the long run help to benefit both the residential <br />quality and give some flexibility in any future design for that quadrant following the master plan <br />if the day arrives where we can look at some kind of renovation in that area. We negotiated this <br />particular property with the owner over a long period of time. Ultimately we acquired it through <br />foreclosure action. John Marrelli, Doug Metzung and Tom Cappello took a look at the building <br />and much to the dismay of the economic development/finance director decided that it was not <br />worth refurbishing for rental purposes, but it was better to tear it down. Similarly in this one, this <br />is a vacant house. The goal is to teax it down and restore the property so that it looks good. <br />Informally it creates a nice green transition area. That is one of those things that in working with <br />the neighborhood, Planning and Zoning and Council, we will make some kind of a decision what <br />to do with the property. We will make it look good and it should provide a little extra buffer <br />between our business district and the residential area of Seneca. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Expenditure Authorized <br />First Readinlz of Ordinance No. 2007-24, entitled, "An emergency ordinance authorizing the <br />Mayor to enter into the Anchor Agreement for Phase 1 of the Cuyahoga Irinovation Zones Pilot <br />Program." Introduced by Mayor Rinker and Council as a Whole. <br />Mrs. Mills, seconded by Mr. Marrie, made a motion to suspend the rules of Council <br />requiring an Ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to enact Ordinance No. 2007-24. <br />Council President Buckholtz asked if there was any discussion. <br />Mr. Brett apologized for the lateness in distributing this ordinance. There was a mix-up between <br />the law department's day off, Mrs. Betsa being away for the week and his being off the last couple <br />days of the week. We thought this would be on the agenda last Friday for packets. It was not. <br />Mr. Brett explained that this is a program that we applied for back in March. It was approved by <br />Ordinance 2007-12. It is an innovation zone project by the County. We found out after we had <br />actually applied that we were not eligible to apply for the grant because we were a Village and we <br />needed to be not-for-profit. We hooked up with the Mayfield Business Alliance who stepped <br />forward and took over the role of anchor applicant and then proceeded to do the negotiations on <br />this contract. The County basically said, if you want $20,000.00, this is what it is going to take. <br />We discussed that for literally four months and finally got them to sign on it Wednesday. We took <br />that downtown. This was the agreement that actually is not due until February 29th but the <br />Business Alliance really felt that this would cover them from an indemnity standpoint if we got <br />i <br />? <br /> <br />?
