Minutes of the Council Meeting <br />December 17, 2007 <br />Page 10 <br />job mark in there that enhances the 10 that the County is looking for, does that create a situation <br />where if you only get 90 or 85 jobs, they are not going to allow you to go forward into Phase II <br />when you may look at it at that point and say, gee, we would like to continue and move forward <br />into that, but we have limited ourselves and precluded ourselves from going forward to that <br />point. I <br />Mr. Buckholtz addressed that in conversation with the law department. His concept of the <br />language would be to go forth driving towards a goal of 100 jobs. His understanding and he read <br />the language in the Grant Agreement, is the only stipulations the County is looking for is 1 job <br />for every $50,000.00 of their money. All we are bound by their participation is that. <br />Ms. Calta stated that is her understanding. There would not be any detriment by including a <br />target in excess of what the County has required. That is how it would be set forth. <br />Dr. Parker stated that it seems as though if the County is keeping a low number, it is beneficial to <br />us because if we decided to invest that money, we are going to be able to acquire those funds. It <br />would not be for our benefit for them to raise that number substantially because we might end up <br />spending the money and not be able to acquire those funds based on higher requirements. What <br />they require us to do is one thing. What maybe we require ourselves to do or set goals for <br />ourselves perhaps is another thing. Dr. Parker is not sure if placing it in the language is <br />appropriate or not. He certainly would not want to tie our hands where perhaps we would be <br />turned down by them simply because our goals were not in line with what their goals were. <br />Mr. Buckholtz would like to frame this and then ask everyone their opinion on whether they <br />would want it with the added language or not and then we will call for a vote. The message is <br />clear with the County. The County is very happy with a lot of the work that we have done out <br />here already. That is why we received the grant. People that have spent the time sitting down <br />with Phil and Ted and gone over and seen the documents that are being drafted, read the bios on <br />the people from the Alliance and are satisfied with how this is going to be approached. The <br />message that Mr. Marquardt is looking for, even though there is $850,000.00 tied to this <br />ordinance, the goal to shoot for in this initial ordinance would be a message to our own residents <br />whose money we are potentially spending to say, we as a group are going to work at this thing <br />with the idea of creating this kind of return on our investment. Is that language stated clear <br />enough? Council agreed. Mr. Buckholtz asked if they would be inclined to add that language to <br />the ordinance.
