Minutes of the Council Meeting
December 17, 2007
Page. 9
The Village is committed to $15,000.00 in its application, but the contract reads $10,000.00.
That is what we are talking about now, referencing the $880,000.00 and that figure alone does
not really pertain to this discussion.
Mr. Buckholtz said it does assuming things go well and we move forward, but that is assuming
people are noticing our innovation zone and we are starting to develop.
Mr. Saponaro asked if we have to vote on each of these phases individually. Mr. Brett replied
there is no guarantee we will be offered Phase 2. This is Phase 1. Mr. Saponaro added then that
first we have to be offered Phase 2, and then we have to vote on it as a Council. Mr. Brett said
you will have to vote on an agreement with the anchor. We are not the anchor in this situation,
the Business Alliance is. For the benefit of those in the audience, Mr. Buckholtz explained that we have been over this a
number of times, but we axe not contracting directly with the County for this grant, we are using
an anchor group which is.the Mayfield Business Alliance and the Beta Strategy Group on Beta
who have already done a good job of developing and promoting the area.
Mr. Marquardt asked if there is a brochure that has been presented with the application. It is a
12-tab 35-some page brochure. Mr. Brett replied that he will look through his documents. Mr.
Marquardt stated that is what is noted in the application. It refers to this document. Mr. Brett
stated that if that request had been made earlier, there is a possibility it could have been produced
this evening. At this time, it cannot be produced. Mr. Brett is not quite sure what it is. Mr.
Marquardt stated he should have said all supporting documents, but since all of the responses
were in that document, he assumed it would have been provided.
Mr. Marquardt asked if we can put a provision for at least 100 jobs in this. Mr. Buckholtz stated
he would not have a problem with that and asked if we can amend the language to provide for a
strategy that shoots for a mark of 100 jobs. Ms. Calta replied that if Council is so inclined, we
could propose that amendment to be included in the language. Mr. Buckholtz indicated that
obviously we can all support this and work along with it. Ted Esborn is in the audience this
evening. He has been working the yeoman's task on this. Mr. Buckholtz would like to send the
message that we want to see Beta turn into a hot prospect.
Mr. Marquardt stated that his concern is that we get the Village's investment back. From what
he has seen so far, he has nothing to base that on. Mr. Buckholtz asked Mr. Marquardt if he is
basing 100 jobs. Mr. Marquardt advised that is his mental calculation. If you are planning on
spending $860,000.00, you can have that in order to get some kind of return that covers your cost
of money and inflation.
Mr. Brett pointed out that the issue in front of Council right now is for a$10,000.00-20,000.00
split for Phase 1 of the project. Any reference to $800,000.00 is not useful.
Mr. Hughes asked Mr. Buckholtz if he could ask a question. He is one of the Trustees of the
Business Alliance. He understands Mr. Marquardt's concern. His question is if you put that 100
