Ordinances; we are <br />requesting them. to be suspended due to the timing of them so we have them completed before <br />the end of the year and we start the new year. Generally you will notice throughout the rest of <br />the year we did three readings and we tried not to do suspension motions. These are <br />housekeeping measures; things that we have to make-.sure are in place before we move to 2017. <br />Just as a general note to everybody and. for the Minutes. <br />• First lteadin~ of Ordinance No: 2016-28, entitled, "An Emergency Ordinance adopting <br />a moratorium on applications for; and the granting of, zoning certificates for any <br />.building, structure, use or change. of use that would enable the cultivation, processing, <br />distribution or sale of medical marijuana for a period of 180 .days in order to allow the <br />Village to review applicable State and local laws and regulations relating to such uses." <br />Introduced by Mayor Bodnar and Council as a Whole. (Law Director) <br />Mrs. Mills, seconded by Dr. Parker, made a motion to suspend the rules of Council <br />requiring an Ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mrs. Mills, seconded by Dr. Parker, made a motion to enact Ordinance No.. 2016-28. <br />Council President Saponaro asked, discussion? <br />Mr. Diemert replied, as everyone knows, medical marijuana has been approved in the State <br />of Ohio. The statewide rules and regulations are just now starting to come about. We are <br />allowed to have our own local rules and regulations and maybe even taxation of such <br />facilities. We are researching and putting all that together and awaiting the State's final <br />rules and then Administration will make recommendations to Council. <br />Council President Saponaro asked, clarification, this is not about people being able to go to <br />a doctor and use this, this is about facilities that actually would be able to dispense medical <br />marijuana? <br />Mr. Diemert replied, correct. <br />Council President Saponaro stated, okay. I just wanted to make that clear for the record. I <br />did get a call on this. <br />Dr. Parker asked, dispense or produce? <br />Council President Saponaro replied, both. But we are not regulating whether a person can. <br />actually go to a doctor to use it. <br />Dr. Parker stated, I just wanted to clarify dispense versus produce. <br />
