What's the struggle? <br />We have somebody who we have lined up that is going to be a go-to person, someone who <br />gets to know us, we get to know him, the quality of services. And rather than going out on <br />an individual basis, we are just saying this is somebody we have on tap. We are not paying <br />benefits. I don't understand - <br />Mr. Delguyd stated, we are also not putting a cap on what we are going to spend for the <br />year. There's no budgeted amount. <br />Mayor Rinker stated, Council has to approve these things seriatim. I think what we are <br />doing is we are lining up someone who provides us a service. I am not sure I understand <br />what Council - <br />Mr. Marquardt stated, I don't understand the objection to having to have an architect that <br />you can't do by contract. <br />Mayor Rinker stated, what I find interesting is historically I have been told, well we don't <br />have plans or we shouldn't do this, it's going to go off the rails or there's some concern <br />that what we are doing is by the seat of our pants. I have heard that on more than one <br />occasion. <br />Mr. Marquardt stated, it's not an argument. It's just the means of doing it. <br />Mayor Rinker asked, so what's wrong with having someone engaged? <br />Mr. Marquardt replied, because once you have somebody appointed, he will never go away. <br />Mayor Rinker stated, that's bologna. That is absolutely silly. <br />Mr. Marquardt stated, no, it's not silly. <br />Mayor Rinker stated, that's as much as saying you can't control your own vote. We are <br />talking about what, an annual contract? This is silly. <br />Mr. Marquardt stated, it's a blanket contract. <br />Mayor Rinker stated, this is paranoia. I don't understand it. I think that we have somebody <br />who's very well qualified who came in in a pinch on a number of things and everyone's <br />saying they don't have an objection. <br />Mr. Marquardt stated, there's no argument to that. <br />Mayor Rinker asked, then what's the argument?
