Minutes of the Regular Meeting of Council
Monday, July 16, 2012
Page 19
Mr. Marquardt stated, I don't believe we need to have a main Village architect.
Mayor Rinker asked, why?
Mr. Marquardt replied, we can put him on contract if we need him.
Mayor Rinker stated, that's what this is. That's exactly what this is.
Mr. Delguyd asked, isn't it an open ended contract though?
Mayor Rinker replied, no. .I think we're talking about our Building Department can consult
with him. We can consult with him. It's a consistency argument. I don't understand.
Mr. Delguyd stated, I don't not have a problem going with the same person.
Mayor Rinker stated, we had one a long time ago and he retired. He never did all that
much. Now we have somebody who works.
Mr. Marrelli replied, the gentleman turned 100 two years ago.
Council President Buckholtz asked, John, do you have something to add?
Mr. Marrelli replied, our Charter calls for a Landscape Architect to be on staff for projects.
If Progressive does a project or the medical facility down the street is going to be coming
to the Board, all of these landscape projects, the Planning Commission sits and looks at site
plans and if you think they can understand, not to demean their abilities, if you think they
can understand What all these trees and bushes and things are to pass judgment on whether
they are going to be suitable for a site or not is ridiculous. We have to have somebody we
can go to.
Mrs. Cinco asked, is Deacon's going to be coming around soon?
Mr. Marrelli replied, that's another example of somebody that has - they are going to have
to be scrutinized what their landscape plans are going to be. I can't tell you which bushes
are right for that project or which trees are going to work and which are not.
Dr. Parker asked, isn't it incumbent upon Deacon's to hire a landscape architect?
Mr. Marrelli replied, yes. They do the design and we do the review.
Dr. Parker asked, so why can't we, when we have certain cases come before us, why can't
we hire this gentlemen or someone else on a case by case basis?
