Minutes of the Regular Meeting of Council <br />Monday, July 16, 2012 <br />Page 20 <br />Mr. Marrelli replied, there's no contract and there's no connection. He's not on reserve for <br />us. Every time we get a project, we are going to have to go fishing for another landscape <br />architect. <br />Mr. Delguyd stated, not necessarily. <br />Mr. Marrelli continued, there's no consistency. <br />Mayor Rinker stated, I guess what I don't understand is, these are administrative issues <br />where we deal with on a day to day basis. Council doesn't do that. Typically when we do it <br />on a case by case basis we are going to explain what we are doing, but for the day to day <br />and the operational issues, that's what Department Heads do. I don't think any one of you <br />sits down on a regular basis and sits with Tom Cappello or John Marrelli or poug Metzung <br />or Diane. I don't understand what the concern is. What have we done over the years other <br />than to try to do a quality job? To me, this is a way that we are telling our residents that we <br />are going to be doing something with consistency. You guys are there looking down at <br />your papers like this is something serious. To me, it's a very practical functional way to <br />work. <br />Mr.'Marrelli added, this isn't anything new either. <br />Mayor Rinker stated, I don't get it. <br />Council President Buckholtz asked, were you going to add something Diane? <br />Ms. Wolgamuth stated, I was only going to add that I thought that the auditor did not like it <br />if we were doing a p.o. over and over to the same vendor or contractor, that it was better to <br />have one larger p.o. for the year. That was really the reason for - doing this in the first <br />place. <br />Council President Buckholtz stated, okay. That's definitely a valid consideration. <br />Ms. Calta stated, if I may, I want to try and bridge a potential gap here. The ordinance as <br />drafted runs through the end of the year. You are in the middle of July. As far as looking <br />to see if this works for the Village for Village projects, for projects that come in, I think <br />that you probably got a good amount of time, but not a significant amount of time to see if <br />this works, but I would say that, as a lawyer, we often enter into agreements where we are <br />on retainer and one of the reasons that we do that is for efficiency, for our office and for <br />anyone that would hire us. It's work flow. I don't exactly know how to explain and maybe <br />Mr. McKnight could comment on other communities that he's appointed as their landscape <br />architect but the way that I function with the Village, anybody can call me any day just <br />about any time, you can e-mail me any time and there's that constant flow of and the <br />ability to have questions answered. We really can't control when applications come in <br />from property owners and to have to consult Mr. McKnight as those projects come in, I <br />think you lose the efficiency all the way around because he may not be available or he may <br />not be able to anticipate the projects to have the time available to dedicate to them.
