Minutes of the Regular Meeting of Council <br />Monday, October 15, 2012 <br />Page 12 <br />Mr. Wynne replied, correct. <br />Mayor Rinker stated, if I may, just to add a little bit more. We had been working pretty steadily <br />on an infrastructure plan. Predominantly it's been generated out of the Service Department with <br />the different road projects. This particular project is one that actually we have had applications in <br />if not every year, virtually every year for a decade. <br />Going back to 2003, Labor Day, there was a pretty bad storm event. It kind of was a wake-up <br />call for a lot of the residents who previously had been less than crazy about the conversion. I <br />think almost overnight they converted to really looking. for this. One of the problems we have <br />had with this particular area given the terrain and the limited number of homes that are involved, <br />the combination of a high per capita cost or per property cost plus the fact that we aze not serving <br />as many residents as a lot of the competing bids in the DOPWIC program have over the years <br />made it rather a challenge. <br />I think it was two or three years ago we actually got routed to the small governments funding <br />favorably locally and at the 11a` hour in Columbus, the DOPWIC pretty much unilaterally told us <br />that they weren't going to fund it after all. It was just another example of what really has been a <br />frustrating pattern of trying to find the right combination. As Council has been aware, we have <br />really been pretty conservative in prioritizing the different capital projects and as a consequence <br />over the past few years we have been depositing budgeting funds as Ron has outlined into the <br />Sewer Relief Fund in order to build up enough of a kitty for our contribution into the whole <br />funding mechanism. <br />Given the favorable outcome this year, and I can tell you in our state of the community reports, <br />we have probably in the last two or three had at least two different occasions where residents <br />from this neighborhood have asked us about including this and we have been pretty candid in <br />saying it's on the agenda but it's not coming up next yeaz. Next year we are looking at some of <br />the street work generally in the Kenwood area because those streets, similar to the ones we have <br />worked on over the last two years are in need of repair. But the long story short is with a decent <br />net income this year, and we are still following pretty much a budget program, we thought it <br />made sense to be more aggressive, try for a significantly larger contribution from Mayfield <br />Village to leverage the dollars for this. It's one of the reasons we broke it into two Phases so that <br />we are not biting off more than we can chew but we at least are really accomplishing something. <br />So our goal will be next year to continue with the road improvements as slated but to add this <br />one if we can get the funding. I think Council needs to know that we think that these are the <br />kinds of infrastructure projects that ultimately these are hard dollars but the results are pretty <br />important. It's an obligation we have recognized so long. It would really be appropriate to move <br />significantly in getting it done. <br />Mrs: Cinco asked, did some of the homes on Ravine get sewers when they got the new pump <br />station? <br />Mayor Rinker replied, yes.
