Special Council Meeting
6-2-03
Page 4
There were none.
Roll Call: AYES: All
NAYS: None Motion Carried
Ordinance Enacted
First Reading of Ordinance No. 2003-22, entitled; "An emergency ordinance authorizing the
Mayor to enter into a contract with TC Construciton Company for curb ramp replacement
without the necessity of advertisement and formal bidding." Introduced by Mayor Rinker and
Council as a Whole.
Mrs. Mills, seconded by Mrs. Cinco, made a motion to suspend the rules of Council requiring an
ordinance to be read on three separate occasions.
Roll Call: AYES: All
NAYS: None Motion Carried
Rules Suspended
Mrs. Mills, seconded by Mrs. Cinco, made a motion to enact Ordinance No. 2003-22.
Mr. Riter asked if this is strictly to bring the existing curbs into compliance for ADA or is it also
to replace certain driveways within the construction area?
Mr. Metzung said this is only to replace curb ramps to meet ADA requirements. We are only
doing them in directions that are directly abutting new asphalt work. There are areas along
S.O.M. where the asphalt did not go (into the apron area of an adjoining street such as Seneca or
Glenview and we did not do those aprons) we only did those affected by---the other ones we will
have to go back and deal with at some point and redo those roads ourselves; we will have to
bring those roads up to compliance.
Ms. Calta read the ordinance title.
Mr. Cappello said Mr. Metzung and I met with the Project Engineer and at that time we
discussed not doing the curb ramps into the intersections and now they've decided that those are
part of the project. So, they were included in that number and so those would be part of the
replacement-the ones on Seneca, Bonnieview and Glenview.
Mr. Metzung said I would say we would go forward with this but I would like to discuss this
with them-if they aren't going to do the turn-ins----
Mr. Cappello said yes, they are.
Mr. Metzung said then I am very satisfied. (What it came down to was they said they weren't
going to do the turn-ins to the roadway and then I said we're not going to do the curb ramps
because I felt the turn-ins to the roadway were part of the project and they were balking at that.)
