Caucus/Regular Council Mtg. 7-14-03 Page 25 Mr. Marquardt said I am not sure that I really want to support it. It's not just the financing part. I'm not sure yet that this is the best alternative--- Council President Buckholtz said the funny thing is we're not going to make it or break it. It is like cup half empty or cup half full. We aren't going to make the project or break the project but it's the idea... Mr. Marquardt said it is the idea if you want to support it or not. Mr. Marrie said it is going to be built in Cleveland. We can say Cuyahoga County all we want but it's going to be built in Cleveland whether we like it or not. Maybe that's not the right way to put it and maybe some people will feel that the county is shoving it down its throat but it's not because it's going to be there. There has been a lot of discussion about the financing. I don't really read this, in my opinion, that we are giving an okay for the financing. I realize that it says in the very top paragraph that supporting the financing-but if you go into the last whereas, there is probably a better wording there because it's more detailed-it's supporting their efforts to plan for financing. I don't see where we are saying we are supporting the financing. We are supporting the plan to finance and built it. We're not supporting the actual financing at all. Council President Buckholtz said I would amend it and pull the word financing right out. Mr. Marrie said I don't see how this will support the financing at all. All we are giving them is a vote of confidence that we also support the fact that there's a convention site needed. I don't think the County will vote on it so they're going to have the final say just like our Charter is on any rezoning-the people will have the final say on this in the vote. But I think there's no doubt we need a convention center and I think maybe changing the wording here on the top-maybe that would work. Mr. Marrie read the last whereas clause. Council President Buckholtz said we don't want to create more controversy and I think there's an effort being made that the County and the City are working together to revitalize it so to leave the City out and just say the County--- Mr. Marne said I am not saying do that but I like the wording in the bottom rather than the heading. Council President Buckholtz said I respect and understand everyone's point of view but I would be inclined to rather amend the phraseology and pass it tonight them. Mr. Marrie, Mrs. Cinco and others said so do I. Council President Buckholtz said we've had discussion but we've had no motion. Dr. Parker, seconded by Mr. Marrie, made a motion to amend the resolution. Discussion was held about the rewording.
