Caucus/Regular Council Mtg. <br />7-14-03 <br />Page 26 <br />Council President Buckholtz addressed Mr. Diemert and asked, can we look to our Law Director <br />for a re-synopsis of the title? <br />~. <br />Mr. Diemert said I think if you are looking to get more consensus, you have to take the word <br />financing in the preamble and take out the word financing in the efforts clause understanding that <br />the construction and supporting the construction is going to do that. <br />Council President Buckholtz agreed and asked Mr. Diemert how the title would read. <br />Mr. Diemert said, "An emergency resolution supporting the construction of a new Convention <br />Center in downtown Cleveland." Then the last whereas would be: "The Village of Mayfield <br />wishes to join the City of Cleveland.....to plan for the construction....-take out the "financing <br />and".. <br />Council President Buckholtz asked if there was any further discussion. <br />Mr. Riter addressed Mr. Diemert and said with respect to everybody, I think it's real insulting for <br />you to say if you want the doctor's vote, take the word financing out but wink, wink, we all <br />know that financing is included. That was pretty cute. <br />Mr. Diemert said that was how you reach consensus. <br />Dr. Parker said if you leave financing out, it could mean public financing, it could mean private <br />financing; it could mean whatever the plan calls for. <br />Mr. Diemert said I don't see a consensus forming for tabling and I don't see a consensus forming <br />for saying County so I couldn't swing any votes or language.... Mr. Diemert said if the Mayor <br />and Council President could get your vote by saying in downtown Cleveland or the County of <br />Cuyahoga-would that pull you in? <br />Mr. Riter said to be honest you, I think that we see so little of a specific proposal from the folks <br />that are proposing to put something on the ballot that I don't think we know what is being voted <br />on tonight and I think what we're doing is we're giving them a blank check and I think it will be <br />really interesting to see what they do put on the ballot come August 21St that the Council of <br />Mayfield Village may endorse when they take this vote because it's basically what's being done. <br />Mr. Diemert said if you didn't like it, you could always withdraw your endorsement too. <br />Mr. Riter said I ain not planning on endorsing it. We have up until the election to say "yea" or <br />"nay" to this. We don't know if it's going to be a city-wide vote, acounty-wide vote. We don't <br />even know the kind of vote that's being proposed yet, do we, Mayor? <br />Council President Buckholtz said with all due respect, that's why I felt tabling it was not in order <br />here. Because we are talking about the issue of consensus and I got the feeling that you are not <br />going to support it however it is written now and that's fine. But I think that the real purpose here <br />J is to start to show other communities and other citizens that they better get active and if they <br />
