11-17-03 <br />Regular Council Minutes <br />Page 13 <br />ROUGdI DRAFT -1VOT REVIEWED OR APPROVED BY COUNCdL <br />engineering, we don't want to get into very fancy, you know, you're going to be building Central <br />Park where you come through and you are dredging and doing all sorts of extra stuff, however, I <br />would add when you look at what we are doing at Wiley, on the Palermo property, what we are <br />doing up by the ball fields right now is such an extensive amount of earthwork movement that I <br />think that is probably a good opportunity for us. We've already taken advantage in a number of <br />ways by having our resources available within the vicinity so we don't have to truck them off in <br />other places. I think the timing really is what we are trying to do. But beyond that, I'd like to start <br />soon. <br />Mrs. Mills said URS has had a proposal as far as landscaping on the table but I think I agree with <br />you Mayor Rinker in as much as if we have the ability to enhance some of that landscaping, let's to <br />do it now-especially in the cemetery area. I think it's a good plan. <br />Dr. Parker said my only question or thought is if we know how much it is costing us to do what was <br />originally planned, (I don't know what it is), I think you need to give these guys some kind of <br />parameters as far as expenditures so that they either don't go hog wild or don't go under what we <br />want. I don't think the problem is with them going under, I think the problem is with them going hog <br />wild. Also, I think it would be nice to get some kind of commitment on them if we need revisions as <br />to the cost so they don't come back to us with a lot of cost and everything. <br />Mrs. Mills asked, wouldn't that be something that Mr. Metzung could work with this company. <br />Council President Buckholtz said I was going to suggest to Bernie-it is my understanding that this <br />is part of a settlement negotiation and we already discussed this. In trying to acquire the land one <br />way or another, there has got to be a settlement that has yet to be negotiated. So whether it is dollars <br />or plant material, we'd rather see it be plant material that is controlled by us. What I wanted to add is <br />I had an opportunity to meet Mr. Ferinbach and the first question Iasked-had everything and <br />nothing to do with this particular project. My first question was, because I heard it come out of the <br />audience at several meetings, is there plant material and soil material that is more conducive to <br />sustaining road salt and these kinds of things and he was all over that. In other words, we are really <br />starting a process here earlier than we would have normally--had we acquired all the land along <br />S.O.M., we wouldn't necessarily be doing this right now but because part of the negotiations to try <br />to come to conclusion or fruition with Whitehaven, we are doing it now but there are other issues <br />that are getting resolved or----so when he picks plant material, he is looking at what grows well here, <br />what grows well year around, so again, that's what we are hoping to grow out of this-(no pun <br />intended) but we're looking for that solution. <br />Mayor Rinker said and I would like that. There is one other element-that I asked them to look at <br />when I mentioned the west side. We've talked about seriously clipping the ball field (the one ball <br />field that would be remaining at Wiley so that home plate is not right outside Olive Phillips' <br />bedroom window, but we'd flip it 180° probably. Either that put home plate at the northwest <br />corner or at the southwest corner. We are kind of playing around with that. With the dredging that is <br />going on, it is no longer the second field, part of the plans include a trail that comes off of the <br />parking at Skoda, Minotti and just works its way up to our parking lot; just that little leg right in <br />there. That would be the time, I think, to look at making that run along what would be the first <br />
