Minutes of the Regular Meeting of Council
Monday, March 16, 2015
Page 15
Saponaro just mentioned, is that we would have a lot of input into the day to day operations
and the practices and procedures of how they run that dispatch center. Simply put, it's
because they don't have the experience and input. They will be relying on us for that. The
Fire Chief and I and the other Chiefs involved with CECOMS will actually be on the
ground level working with CECOMS to put this together to make sure that things are done
the way we want them to in the Hillcrest area. We have certain procedures in place that we
have been using for the past 30 years since SPAN has been in existence. They work for us. -
We don't want to just forget.about those just because we are going somewhere else. The
way we do things is designed around service to the coinmunity. We are going to inake sure
that that continues to happen. That's one of the overriding factors that Chagriri Valley just
couldn't do. With Chagrin Valley, we would have been 1 of 13 voices. They have already
gotten their procedures in place with their day to day operations which means going into it
we would have to say, okay we are not going to do things our way anyinore, we are going
to have to do it their way.
The other overriding factor, and this is something that nobody else could coine close to, is
CECOMS answers all cellular 911 calls. Anybody else, no matter which dispatch center it
is, CECOMS would answer it and transfer the call to that dispatch center.
Mr. S.aponaro stated, which is currently happening today for the Village.
Chief Edelinan stated, which is currently happening today in our dispatch center. By going
with CECOMS, that direct communication, from the point that call is answered to the point
the policeman or firefighter gets to that scene drastically reduces that response tiine. That's
soinething the other dispatch centers can't even come close to.
Council President Buckholtz asked, so this is a real sharing of knowledge and procedures
and practices? In other words, they don't have it set in stone, they are looking to you for
guidance on how to set the system up itself, is that what you are saying?
Chief Edelman replied, yes.
Council President Buckholtz continued, as opposed to going into an ongoing process where
we have to conform to their every last thing?
Chief Edelman replied, basically they would be conforming to us rather than the other way
around. Add to that, they are building a brand new multi-million dollar emergency
operations center. They are breaking ground April 3rd in Broadview Heights. It's all state
of the art communications and emergency operations system that we will be a part of.
Mr. Jerome added, this is going to follow what State law wants us to do. If we went with
Chagrin Valley, they are not going to fit under State law as it is now, correct?
Chief Edelman replied, I will let Gino speak a little bit about that better. He can articulate
that better than I can. Are you talking in terms of the 911 funding?
