Third ReadinLy of Ordinance No. 2009-69, entitled, "An Emergency Ordinance requesting the Cuyahoga County Board of Elections to place upon the Mayfield Village Ballot at the primary election of May 4, 2010, an amendment to Section 175.0501 of the Codified Ordinances of Mayfield Village in order to increase the income tax rate to two percent (2%)." Introduced by Mayor Rinker and Council as a Whole. (First Reading - December 21, 2009; Second Reading - January 19, 2010) Mrs. Mills, seconded by Mr. Saponaro, made a motion to enact Ordinance No. 2009-69. Dr. Parker said he would like to make some discussion points. He understands that we want to try to capture or get our fair share of these tax dollars. They are being garnered by other communities that have higher tax rates. But, philosophically, depending on what you believe, these communities will quickly experience the loss of these tax revenues and the millions of dollars and they will look to replace these tax dollars. In the end, it will probably just mean a higher tax rate in those communities for these people who are working, whether it's an increase from 2 to 2 1/z% to whatever it is as they look to replace these lost revenues. At this point, we looked at it as well, the dollars are going somewhere, so we might as well have them come here because we are just not charging as much as our communities. But those other communities are going to lose those dollars and they are going to want to replace them. He is very concerned that while we may not be able to stop this ripple effect, it's just going to mean more higher taxes for the people in our communities who are paying for these things. Introduced by Mayor Rinker and Council as a Whole. (First Reading - January 19, 2010) This will remain on Second Read.
