Minutes of the Regular Meeting of Council <br />Monday, February 15, 2010 <br />Page 7 <br /> <br />OLD BUSINESS - <br />OPEN PORTION - 3 minute limit imposed by Chair. Those who wish to speak must first state <br />their name and address. ' <br />There were no comments. <br />Third ReadinLy of Ordinance No. 2009-69, entitled, "An Emergency Ordinance <br />requesting the Cuyahoga County Board of Elections to place upon the Mayfield Village <br />Ballot at the primary election of May 4, 2010, an amendment to Section 175.0501 of the <br />Codified Ordinances of Mayfield Village in order to increase the income tax rate to two <br />percent (2%)." Introduced by Mayor Rinker and Council as a Whole. (First Reading - <br />December 21, 2009; Second Reading - January 19, 2010) <br />Mrs. Mills, seconded by Mr. Saponaro, made a motion to enact Ordinance No. 2009-69. <br />Dr. Parker said he would like to make some discussion points. He understands that we want to <br />try to capture or get our fair share of these tax dollars. They are being garnered by other <br />communities that have higher tax rates. But, philosophically, depending on what you believe, <br />these communities will quickly experience the loss of these tax revenues and the millions of <br />dollars and they will look to replace these tax dollars. In the end, it will probably just mean a <br />higher tax rate in those communities for these people who are working, whether it's an increase <br />from 2 to 2 1/z% to whatever it is as they look to replace these lost revenues. At this point, we <br />looked at it as well, the dollars are going somewhere, so we might as well have them come here <br />because we are just not charging as much as our communities. But those other communities are <br />going to lose those dollars and they are going to want to replace them. He is very concerned that <br />while we may not be able to stop this ripple effect, it's just going to mean more higher taxes for <br />the people in our communities who are paying for these things. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Ordinance Enacted <br />Second Reading of Ordinance No. 2010-02, entitled, "An Emergency Ordinance <br />amending Section 175.1302(4) of the Village's Codified Ordinances pertaining to <br />municipal income tax and collection at the source." Introduced by Mayor Rinker and <br />Council as a Whole. (First Reading - January 19, 2010) <br />This will remain on Second Read.
