There were none. <br />ROLL CALL: AYES: All Motion Carried <br />NAYS: None Ordinance Enacted <br />First 12eading of Ordinance No. 2010-13, entitled, "An Emergency Ordinance <br />authorizing and directing the Mayor to enter into a Memorandum of Understanding with <br />OneCommunity." Introduced by Mayor Rinker and Council as a Whole. <br />Mr. Saponaro, seconded by Mr. Marrie, made a motion to suspend the rules of Council <br />requiring an Ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None Motion Carried <br />Rules Suspended <br />Mr. Saponaro, seconded by Mr. Marrie, made a motion to enact Ordinance No. 2010-13. <br />Council President Buckholtz asked if there was any discussion. <br />Mr. Esborn stated that this Memorandum of Understanding, at this phase of the fiber ring <br />project where companies are looking to get subscribers, OneCommunity is willing to not <br />require that subscribers pay the full amount for a lateral connection up front but instead <br />they can pay it over time through installments. In exchange Mayfield Village is <br />accelerating the second half of the fiber ring project payment which would have been due <br />in July. In exchange for having that money four months in advance, they are willing to <br />allow this extended payback from subscribers for the connection cost. <br />Mayor Rinker asked what that achieved. <br />Mr. Esborn provided an example, we have Mayfran which is about 150 people at the <br />northwest quarter of Beta very interested in becoming a subscriber. That building is set <br />very far back from the road. The estimate is about $17,000 for that connection. It's not <br />very palatable to make that lump sum up front to get connected. It is a lot more feasible to <br />do an extended payback on that cost. It is going to make connection realistic for a number <br />of different properties. <br />Mayor Rinker asked what the feedback is from Mayfran with this in place is. <br />Mr. Esborn replied, very positive. Their initial reaction was that $17,000 is significant, <br />indicating that it might be a deal-breaker, but with a three-year payback, they are
