Minutes of the Special Meeting of Council <br />3-24-11 <br />Page 2 <br />Second Reading of Ordinance No. 2011-12, entitled, "An Ordinance appropriating <br />funds for current expenses and expenditures of Mayfield Village, Ohio for the period <br />from January 1, 2011 and ending December 31, 2011 and declaring an emergency." <br />Introduced by Mayor Rinker and Council as a Whole. (First Reading - March 21, 2011) <br />This Ordinance will be left on Second Read. <br />Council President Buckholtz stated, if anyone has any discussion on Council, for the record in <br />the Minutes as we discussed in the Open Portion, it is our intention to keep these on three reads, <br />but they do need to be passed, particularly the budget or both of them? <br />Mr. Wynne replied, both. The Anthem legislation has been passed by straw poll, so this is just a <br />formality. <br />Council President Buckholtz asked, okay, but the critical one is the budget? <br />Mr. Wynne replied, yes. <br />Council President Buckholtz continued, which needs to be passed by this body by March 31St and <br />then passed along to the County as is done every year and really it has more to do with people <br />being out of town and their schedules that we have not had people to do it as we would normally <br />do it in an emergency vote and ironic as it is, the way things work out with people more <br />interested these days than ever before in the details of government as they should be, it's giving <br />more opportunity for people to get information. I don't know if we have given out the draft <br />budget. I saw an e-mail that it needs to be passed before it is distributed. We have an open door <br />policy here so Ron has been talking directly to people as have all of the Council people. Oddly <br />enough it has worked out in favor of the Village and us and the open door policy of sharing <br />information that we are increasing and improving each and every year. <br />Having said that, and once again, I always like to put this in and I will put it in next time, for <br />those who don't know, the budget is a living, breathing document. Nothing is set in stone. We <br />never know what things are going to come up in our favor, a windfall, profits as we have had in <br />the pasf from estate tax or from expenditures that we anticipated that didn't happen. Those are <br />monies that can shift perhaps to different usages or we get in the middle of a sewer project and <br />find out the water main needs to be replaced for half a million dollars. So, it's a living, breathing <br />document. Nothing is finalized other than the intention and a working budget performed by a <br />very competent Finance Director. We have had that budget in our hands for approximately what <br />now? <br />Mr. Wynne replied, since February 3ra <br />Council President Buckholtz stated, Council has been looking at this since February 3`d.
