Minutes of the Special Meeting of Council <br />3-30-11 <br />Page 2 <br />Mr. Wynne replied, I think his point is well taken. There's definitely some benefits to be <br />realized with an HSA depending on how you structure it. The difficulty with it is <br />structuring it within the terms of the Union contract. It will be interesting to see. It could <br />become a very viable option depending on what happens down in Columbus as it relates to <br />health care. <br />1 Mayor Rinker thanked Dr. Parker and Mr. Wynne. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Ordinance Enacted <br />• Third Reading of Ordinance No. 2011-12, entitled, "An Ordinance appropriating funds <br />for current expenses and expenditures of Mayfield Village, Ohio for the period from <br />January 1, 2011 and ending December 31, 2011 and declaring an emergency." <br />Introduced by Mayor Rinker and Council as a Whole. (First Reading - March 21, 2011; <br />Second Reading - March 24, 2011) <br />Mr. Saponaro, seconded by Mrs. Mills, made a motion to enact Ordinance No. 2011-12. <br />Council President Buckholtz asked if there was any discussion. <br />Mrs. Mills would like to comment on the budget information that we received as a whole <br />It was done very, very well. <br />Council President Buckholtz stated, the monthly reports are wonderful. That's been a big <br />help to everybody. I always say this to the audience and to be on the record, that the <br />budget is always a working document. It's something that just helps us structure what we <br />set aside for different projects and different issues, different departments. It's something <br />that gets amended throughout the year accordingly to good things and sometimes not as <br />good things that happen throughout the year. I think you've done a great job, Ron. <br />Mayor Rinker stated, working with Ron and with Diane, my article for the VOV will <br />address basically the State of the Village and incorporate much of the discussion involving <br />the budget and revisiting our tax increase a year ago. One of the things that Council <br />President has pointed out is that these monthly reports reflect not only where our tax <br />dollars are coming and going, but they distinguish between revenues had we not had the <br />rate, and then the incremental increase. We started the discussion last year. Our goal is to <br />have another Town Hall meeting in early June. I have said previously and will say it again <br />tonight, about every 6 months is my goal to do that where Ron and I can give a <br />presentation, recap where we have been in the last 6 months and give people really a good <br />barometer on how things are moving forward. I think in conjunction with the discussions <br />that Council has had over the last several weeks, your comment about it's always a <br />working document, I think this is a way that we all agreed we are trying to take advantage <br />of better tools that we have fashioned.
