MINUTE5 OF A PUBLIC HEARING
Wednesday; October 6, 2010 - 7:00 p.m.
Mayfield Village Civic Hall
Re: Proposed Revisions to Charter on the
November General Election ballot
Introduction bv Mavor Bruce G. Rinker

Mayor Rinker began the meeting at 7:05 p.m. by introducing himself. It's nice to see a good
turnout. If I can have everyone's attention, I will try to give you tonight's format. At our last
public hearing which was a funfest, I thought it would be useful to try to approach this maybe
from a more academic standpoint because I think for all of us, our goal is to give people enough
perspective. Not to try to convince you to vote one way or another. It really is to provide
information and that's our responsibility. So with that thought in mind, here is the agenda that I
have set out for tonight's meeting and I am going to ask you all to follow along with it because I
think if we follow it, it will get us to where we want to get toward the end. Up front I have Paul
Fikaris who is one of the members of the Charter Review Commission. He is going to get up
and give a very brief synopsis, pretty much of where the Charter Review Commission members
were coming from and what the proposal is.
To my right is Dr. Keller. We are really pleased to have him here from the Urban Studies School.
He has a handout. A lot of you got the information. Really tonight is going to be the floor for Dr.
Keller to give us a good overview and place us in perspective under Ohio law, under the State of
Ohio regionally as far as the nature of these kinds of amendments and then when he's finished,.
then Joe Diemert will get up and summarize a little bit from the Law.Director's standpoint how
the Mayfield Charter process is working.
After that, we propose having a panel discussion. I would like to be the moderator and then
these gentlemen will- field questions. So if you have questions as I am sure you will, then I would
ask you to save them toward the end. The only other thing I request for everyone's benefit, ask questions. This is not a public hearing
where we are asking people to get up and express their opinions. Obviously you have opinions or
you have concerns and we want you to ask questions that will help you understand better and
respond to the concerns that you have.
