Later, Diane Wolgamuth will have the microphone. It's kind of like a TV show. <br />She will go around and when you ask a question, you will get the mike. <br />• Summarv of proposed revisions to Charter bv the Mavfield Village <br />Charter Review Commission <br />- Paul Fikaris - Charter Review Commission Member <br />Good evening everybody. I hope everybody can hear me. I am not used to public speaking, so <br />please excuse me if I stumble. I will do my best. <br />I live on Oakwood Drive, 758 Oakwood. I have lived there since the summer of 2005. I am new <br />to the Village. I am not new to the area. I lived in Mayfield Heights for five years. I grew.up in <br />Highland Heights and Lyndhurst. I went to Mayfield High School, so I have not gotten very far <br />geographically. <br />I was asked, along with the other Commission members, each of us were asked by a <br />Councilperson to serve on the Charter Review Commission. As stipulated in the Charter, the <br />Charter is to. be reviewed every five years by a Commission made up of citizens and appointed <br />by Council. We were asked to do so. We were sworn in and we began meeting in February. We <br />had a number of ineetings. We dissected, took apart the Charter by section, reviewed each <br />section, discussed it, proposed any changes, each individual would propose changes. We would <br />vote on them. We- would discuss them. We asked why we felt an individual or person felt that the <br />changes, why they would propose a change to various sections of the Charter. That was basically <br />the process. Over a number of weeks we went through the entire Charter and noted some of the <br />amendments that we mould propose to change. We focused on those proposals and we further <br />discussed those and ultimately voted amongst the Commission about what the changes would be, <br />what the language would be, and what we would propose to Council to put on the ballot in <br />November. There were a number of items discussed. Some: did not merit proposal. They did not win the <br />vote to be proposed to be changed. But the ones that were, as you know, are listed on your <br />yellow sheet and you are all aware of those. <br />Let's just come to the issue at hand, the controversial Issue No. 84. You need a little <br />background, I think, of how our discussion went. We felt, our intent I believe, was that in a <br />competitive market we felt that we might be at a disadvantage in Mayfield Village because of
