MINUTES OF THE REGULAR MEETING OF COUNCIL <br />Monday, November 15, 2010 - 8:00 p.m. <br />Mayfield Village Civic Hall <br />The Council of Mayf'ield Village met in regular session on Monday, November 15, 2010, at <br />approximately 8:00 p.m. in the Mayfield Village Civic Hall. Council President Buckholtz called <br />the meeting to order. <br />ROLL CALL: Present: Mr. Buckholtz, Mrs. Cinco, Mr. Marquardt, Mr. Marrie, <br />Nlrs. Mills, Dr. Parker and NIr. Saponaro <br />Absent: None <br />Also Present: Mr. Diemert, Mr. Wynne, Mr. Cappello, <br />Chief Dearden, Mr. Metzung, NIr. Marrelli, Chief Mohr, <br />Mr. Dinardo, Mr. Thomas, Mrs. Kalina, Mr. Esborn <br />and Mrs. Betsa <br />? What defines an emergency in the Village to <br />have an emergency ordinance? <br />Council President Buckholtz deferred to the Law Director. <br />Mr. Diemert explained, the Charter itself defines emergency measures. It's not emergency as our <br />safety forces refer to it. It's a term of art used in the Ohio Revised Code and the Ohio Constiiution <br />and in the Charter of Mayfield Village. 'It generally refers to matters that the Council determines not <br />to put on a 30-day waiting period before it goes into effect. In other words, we have three readings, <br />suspending of the rules. You can have three readings, two readings, or one reading which is <br />irrelevant. But if you have an emergency clause after whatever reading it's adopted, it goes into <br />effect immediately rather than waiting 30 days.
