Everyone is encouraged to meet with Mr. Wynne on their own. Is that correct Ron? <br />Mr. Wynne replied, yes. <br />Council President Buckholtz continued, we can meet as a group to discuss the budget so <br />that we all feel comfortable with it. Does that sound good? <br />Dr. Parker would like to clarify one thing. The reason why I voted nay was that I felt that <br />there would not be any negative to letting that sit out there for one reading feeling that it <br />would give the public an opportunity to see the budget. Not that some of these items <br />haven't been already spent. It would give the public an opportunity to come and either <br />question or give their input prior to finalizing it. It's not something that we would still <br />have to do otherwise, but considering that there was some time and I just felt that perhaps <br />not doing it as an emergency might be a good gesture. <br />Council President Buckholtz appreciates that. We did have an opportunity to talk. <br />Nothing would change. It has been out there. People could see it, but we will encourage <br />that as we always have for what I just spoke of for the coming budget. That's the one that's <br />really important, what we do next year. <br />Mr. Saponaro stated, I think you need to clarify. It almost sounds like the budget has not <br />been out there for the public to see it for 2010 and that's not correct. What this is is just <br />adjusting the budget as we do every year when it requires budget adjustments. It's not a <br />budget that has not been out in the public. When was it approved Ron? <br />Mr. Wynne replied, the initial budget was approved back in March. <br />Mr. Saponaro continued, so the budget has been out. I think it's worth noting. It's not as if <br />the public has not had access to the budget. They absolutely have. This is just another <br />adjustment to that budget which we've discussed on the floor of this Council at Caucus, at <br />Council meetings and also at Finance Council and Caucus meetings as well. <br />Council President Buckholtz stated, right. It's the budget plus the culmination of all <br />business activity that's happened at the meetings. Is that a correct way of saying it? <br />Mr. Wynne explained, these adjustments are really when we put the budget together back <br />in March, we did not plan on the tax increase at that point because we didn't know whether <br />it was going to pass or not. Now that it's passed, the budget needs to be adjusted to reflect <br />the impact of that passage.
