Council Meeting - 7/18/05 <br />Page 7 <br />Mrs. Mills stated at the Jadd Hall, those residents there, the people that are renting it and <br />cleaning it; they take very good care of it. They have pride being a renter and trying to do <br />business. <br />Mr. Saponaro stated a few of the Citizen's Advisory folks have gone into one of the <br />establishments there and said, this is filthy, what can we do to get this cleaned up; there were <br />cigarette butts and trash cans overflowing. One of the suggestions that the tenant came up is why <br />don't we have the concrete big trash cans throughout the Plaza. That is a great question, but that <br />is obviously not something that we can do on our own, only something we can inquire with the <br />meeting you are having with Mr. Musca. <br />Dr. Parker asked if he was ultimately responsible for keeping the property clean. <br />Mr. Marrelli stated from the lease agreement, the leases put the burden of cleaning the abutting <br />areas on to the tenants. <br />Dr. Parker said it is still his property aid he needs to enforce what is in the lease agreement about <br />cleaning up, otherwise, he is ultimately responsible. <br />Mr. Saponaro stated, from his perspective, enforcement can go against the property owner, who <br />can then take it down to the tenant who is not living up to his end of the bargain. The bottom <br />line is, there is trash all over, it's cnzmmy and that place looks terrible and we need to correct it. <br />He added, he was glad to see the striping. The striping. is great. Even though you have the two <br />corners that are "~' d" out, if you get two cars in there, Y saw another fender bender from one <br />trying to come around there. <br />Mr, Buckholtz stated that there was someone picking up a pizza and there were two cars in front <br />of the place and he actually had the nerve to pull next to that. It is not a striping issue. <br />Mr. Saponaro stated the striping issue is a huge help, and it's greatly appreciated, but we still <br />have to talk to them about the fact that the width that is around the bank is certainly problematic; <br />number two, the bank building, which we are discussing, the handicap access is basically in the <br />intersection where the cars come around. From my perspective, that is a problem; it's in the <br />corner, you know, where that striping is so they have to take their wheelchair to go around there <br />to go up to the front ofthe building. There is no ramp in the front of the building because that <br />was the front of the building. Maybe that's. going to be done and will correct the problem. That is <br />something we really need to follow up on. Mr. Saponaro stated another thing brought up at <br />Citizen's Advisory was we have a lot of ordinances in terms of garbage cans, in terms of what <br />you can store and all of that, but it appears to a lot of the folks on the committee that our <br />enforceability of that is not as great as it can be and they just need to have a better understanding <br />of how we actually enforce the ordinances. Does it get enforced through the Council? Does it <br />get enforced through Building? What is going on and what is the process? If someone has tall <br />grass, who is going around inspecting it? What's being done? So on and so forth. <br />
