Regular Council Meeting <br />10/24/05 <br />Page 2 <br />about in the dark. Unfortunately with Halloween coming at this time of the year we do not have the <br />ability to have the summer light out there. Secondly, it is the reasonableness based in part on the <br />residents who would be at home participating and certainly wanting to give them a timeframe to <br />work with them that is fair and reasonable and not put conditions on them where they may feel <br />uncomfortable answering the door too late at night. <br />Mr. Buckholtz indicated that the police do an excellent job in the community of patrolling <br />during Halloween. They have extra people on staff between those hours for young kids being in the <br />streets. We have had an awful lot of bad weather on Halloween so it really helped to keep the streets <br />safe. But, from the standpoint of elderly people and people who want their privacy, they know that <br />they do not have to worry about someone coming to the door at all hours of the night wondering who <br />it is and what is going on with it. <br />Mr. Saponaro indicated that the residents have been informed that during trick or treating, <br />you either put your light on to welcome people or you turn your light off. Certainly, even if we <br />extended the hours, the folks that are not comfortable with having someone come to the door can <br />simply turn their light off. This is what we have advised anyone to do. That's a mechanism that is <br />already in place. <br /> <br />Mr. Buckholtz asked if this is etched in stone or is it our advised and supported hours of <br />operation and guidelines or what we recommend. Mr. Buckholtz agrees with Mr. Saponaro that it is <br />also on the part of the individual. If people don't want to be home during Halloween or don't want to <br />participate, they have that right, Mr. Buckholtz does not think helicopters will come overhead at 9:05 <br />or 9:15, but it is only right that we stay within that framework. <br />Mrs. Cinco suggested that we try it for a year and compromise, giving them until 8:30 p.m. <br />and see what happens. <br />Mr. Buckholtz suggested we discuss it with the Chief and consider it. <br />Mr. Thomas read the portion of the brochure which had to do with Tips for Trick or Treating: <br />"Please put your porch light on if passing out treats. Trick or treat only at homes with porch lights on. <br />Parents should accompany their children." Also, the brochure advertises 6-8:00 p.m. <br />Mr. Marrie stated that he was extremely impressed that this young man would come the way <br />he did and present it the way he did. That was very strong. <br />Mr. Buckholtz added that that is the important lesson here. What we do with Halloween is a <br />little bit less important. We will look at this and emphasize to residents that it is on them too whether <br />they want to participate or not. Mr. Buckholtz again praised Kirk for bringing up a good point. <br />Mr. Saponaro asked if we could try it this year. He suggested that we put the extended hours <br />on the marquee. <br />Mr. Buckholtz asked Council if they agreed with considering going to 8:30 p.m. Chief <br />Dearden indicated he would alert the department.
