Regular Council Meeting 12/19/05 Page 17 Mr. Buckholtz stated that in certain situations you get mischief tantamount to public vandalism. Electronic mischief occurs. Mr. Marquardt indicated that in one article, they bring up arresting a man at his home caught hacking into computers. Mr. Marrie responded that this can be done anywhere. Mr. Marquardt stated that you have to be close enough to the house. Mr. Brett indicated that you should be careful. Mr. Saponaro asked Mr. Marquardt if he has some data which has caused his company to not allow wireless. Mr. Marquardt indicated that they are working on developing the encroaching system, but it is a complex thing that requires a reasonable amount of administration, such as bandwith. Mr. Saponaro asked Mr. Marquardt if he has anything to share with the IT Committee that can show us the policy which includes reasons why wireless is not allowed. It may not exist, but if Mr. Marquardt could find out, it would be helpful. Mr. Marrie stated that this is an extremely important step for us to take for economic reasons. Besides that, offering it to the residents for free with disclaimers is fine. Bringing OneCleveland in here is the cornerstone for the whole thing. If we are going to move ahead with technology as far as Beta and all other future people interested in getting in to our Village, we really need to do this. Mr. Marrie has a couple of questions with Joe. This will be nailed down and reported on later. Mr. Marrie also wanted to know if OneCleveland is fully aware of what is going to be done by the Village as far as offering it through the arrangement with Panzica to the people in the industrial park. Mr. Brett indicated that they are. Mr. Marrie asked if they would sign off on it. Mr. Brett indicated that Ted has been in discussion with Scott Rourke. He met with both of them on Thursday night. They were aware that this was coming up and were both hoping that it would go through. There will be things to work around, but OneCleveland is in a position where they really want to start to demonstrate to their patrons and fenders that there is an application used here. There are some other avenues, but eventually, with WiMax, we will have the ability to have aback-up system for a your communications among safety forces. That is one of the things that they are looking at which could possibly lead to funding that they are thinking of. The primary benefit is that you are providing this asset to folks on Beta and it is extremely attractive and the WiFi itself at Town Center is good. Mr. Marrie indicated that WiFi is basically a bonus that we offer to our residents if they want to use it, but they do not have to. Mr. Buckholtz indicated that it is not so much the residents, it is anyone. It is for the daytime residents, it is like a convenience and access. Mr. Marrie understood that but added that it is good for the residents. Mr. Marrie added that Mr. Diemert responded to the question he had with the responsibility of the Village and that is that they will have no liability because of a government situation. Mr. Marrie does not think there will be a problem as far as liability. He does not see why we would not want to do this with OneCleveland for technology reasons and bringing Beta up to where it should be and not where it is. Beta has been sitting there a long time and other communities are offering Wi- Fi/WiMax. We need to do this to bring people in. It will not turn out to be warehouses again. That is a long since dead issue.
