Regular Council Meeting
3/21/OS
Page 11

I

Mr. Metzung said the note from URS indicates the milling was... and they recalculated the amount of
asphalt that was on the road so there was more asphalt that to be removed and embankment comes
back to additional medians so there was more work to be done in the medians.
Council President Buckholtz asked, this does not fix those driveway problems or anything?
Mr. Metzung said no.
Council President Buckholtz asked, any further discussion? There were no comments.
ROLL CALL: AYES: All
NAYS: None
Motion Carried
Expenditure Authorized
• A motion to authorize an expenditure not to exceed $818,527.13 to Mark Haynes
Construction for Fosters Run Riparian Restoration project
Mrs. Mills, seconded by Mr. Marrie, made a motion to authorize an expend-iture not to exceed
$818,527.13 to Mark Haynes Construction for Fosters Run Riparian Restoration project.
Council President Buckholtz asked if there was any discussion.
Mr. Brett said I think I sent how much of this will be a grant and how much will be reimbursed from
the Metroparks. I believe it is about an $830,000 grant and $160,000 will come from the Metroparks
and then we are responsible for the rest.
Mayor Rinker said there are a couple of things I think are good for everyone to understand. The
original application estimated it would be about a$1.2 million dollar project for this component.
This is a pretty good savings when you look at the range of the bids. I think it is a range of over $300
to $400,000 savings. On St. Patrick's Day we were invited to a trustee's meeting for the Metroparks.
They were almost gushing with their praise for this project. If you will recall, this literally is tied to
the development of Beta from the 1960's leading to the inundation of the road that runs between
River Road up to the Nature Center which basically has been cut in half; the only access is to the
Upper 40 properties anymore. The restoration runs from back door, virtually, of Skoda, Minotti all
the way down to the Chagrin River. There are various phases of restoration work that are involved in
this. It is a pretty ambitious project and record would indicate that it is probably about the only
stream, virtually stem to stern, where there has been such a rehabilitation project like this in the State
of Ohio. The fact that the Chagrin River is a scenic river makes this even more significant. The
Metroparks had pledged $160,000 for the original contribution based on that 1.2 million figure. They
axe standing by their $160,000 contribution to this fund even though we expect that there will be
some sort of pro rata of reduction for the respective amounts that we are contributing to it. The long
story short is to show that this is a longstanding problem that has finally been resolved and done in
such a constructive and positive way is very encouraging. This is a real nice project that brings us to
some conclusion.
Mr. Brett said to put this in perspective, we had originally anticipated $915,000 of construction so
this represents about $100,000 of savings for the construction piece.
