Mayor Rinker said <br />again, it showed the infrastructure in 1998. <br />SLIDE: Phase 2 in 1999 Will Start the Outdoor RecNeadon Facilities <br />Mayor Rinker said starting Recreation; back in 1999 is when we built the swinuning pool. As part of <br />our Development Agreement, Progressive contributed $1 million of the $3 million pool, playground, <br />construction, helped carry the paper for the balance of the amount and we paid that ofFwithin 3 <br />years. <br />SLIDE: Phase 3 Will Complete the OutdooN RecYeation Facilities <br />Mayor Rinker said notice this wheel [circle shown almost in middle of picture]; we still hadn't gotten <br />to that and again we were still looking at this kind of "Shaker Lakes" idea but we started the outdoor <br />Recreation really focusing kind of in this area. <br />Mayor Rinker said we saw Progressive building out. We saw Goldberg concentrating first in this <br />kind of westem portion of the site and then adding as time went on. <br />SLIDE: Phase 4 in 2001 Will Begin the Indoor Recreation Facilities <br />We did not do; we felt that the tie-ins we had both at the High School and with Progressive's <br />facilities [Fitness Center] would be satisfactory. And I think frankly, if you look around at some <br />communities--Strongsville is one, Middleburg Heights. There was a piece in the Plain Dealer, South <br />Euclid, Lyndhurst and Richmond Heights are looking to try to pool their resources (literally and <br />figuratively) because these are very expensive capital improvement projects. I think that in many <br />respects we were conservative and I like to think that it has paid off pretty well in that regard. <br />SLIDE: Phase 5 in 2002 Will Complete the Indoor RecYeation Facilities <br />Mayor Rinker said this is really where we started earlier tonight. <br />SLII)E: Project Funding Will Come From a Yariety of SouNCes <br />Mayor Rinker said and as has been our approach, we have tried to look for a variety of creative ways <br />to finance. Phil, I would like to have you explain what we were looking at and then we will go to <br />how it is laid out. This is updated? <br />Mr. Brett said we have updated this from the original presentation. On the original presentation we <br />did not put in any dollar amounts but we listed out 7 different possible sources of fund and we came <br />through on 5 of them; the 2 that did not come through on were loans that we didn't need to because <br />we received funding from other sources so they were almost redundant. We got funding from the 629 <br />Program of Ohio Department of Development in the amount of $600,000 and then from Issue 2, <br />essentially we got $1.4 million. O.D.O.T. gave us a$9 million grant for the widening of S.O.M. <br />Center Road. We received CDBG funds which are Federal dollars funneled through Cuyahoga <br />County in the amount of $300,000; then we had an arrangement with Progressive whereby we'd split <br />the cost of North Commons Boulevard on a net basis and Progressive is currently in about year 6 or 7 <br />of a 20-year special assessment that will eventually generate $1,265 ,000 over the next 15 years or so <br />that a wide variety of funding sources on this project and continuing a11 the way through S.O.M.
